Auto company officials have charged that the 1977 standards, \nas well as safety equipment, work against improved fuel economy, and a Department of \nTransportation working paper has told the companies to plan on a 1978 deadline. \n出率重 \nADMINISTRATION IS PREPARING a comprehensive oil spill liability statute and will in- \ntroduce it in the next Congress, President Ford said last week during a meeting with rep- \nresentatives of 14 coastal states. In an effort to convince the state officials that leasing \nof 10-million acres of Outer Continental Shelf over the next four years is both necessary \nand feasible, Ford and Interior Secretary Rogers C.B. Morton pledged “close cooperation” \nwith the states to minimize environmental and economic harm and promised that if studies \nshow offshore development in a particular area would produce unacceptable risks \"then \nwe won't hold a lease sale.\"Morton also announced plans to ask Congress for an addition- \nal $3-million to aid state planning beyond the current $9-million per year spending under \nthe Coastal Zone Management Act. \nGOVERNORS’REACTION TO LEASING PROGRAM was mixed, with New Jersey Gov. \nBrendon T. Byrne contending that DOI's impact statement on the project“glosses over” \ntoo much what the impact might be, while Louisiana Gov. Edwin W.Edwards called in- \ncreased OCS oil production “absolutely essential”for national security and improved econ- \nomy. Sherman Webb of Delaware called for enactment of S.3221 which would charge afee on OCS production to assist coastal states. The bill, opposed by the Administration, \nhas passed the Senate. \n \nSEN. EDMUND S. MUSKIE(D.-Me.) has still not made final decision on which committee \nassignment to drop when he becomes chairman of new budget committee, but feeling of \nsome on the Hill is that he is now leaning toward dropping government operations com- \nmittee, apparently concluding that his budget responsibilities will not hamper his activity \nas chairman of public works environmental pollution subcommittee. \n## STATES FAVOR LIMITED AMENDMENT OF FWPCA\n\nEnvironmental Protection Agency should submit to Congress proposals for amendments to the Fed-eral Water Pollution Control Act that are essential and not send over a long laundry list, was the gen-eral consensus of state representatives from the 10 regions meeting with EPA administrator_Russell E.Train and his assistant and regional administrators early this month.Meeting was part of EPA's attemptto obtain opinions on desirability and feasibility of possible a","cbCaidGClsJkdFrN","https://ap.wps.com/l/cbCaidGClsJkdFrN","pdf",3609161,11,"English","# SLANTS & TRENDS\n## STATES FAVOR LIMITED AMENDMENT OF FWPCA","[{\"question\":\"What is the focus of this weekly environmental pollution report?\",\"answer\":\"It covers weekly air and water pollution news, including legal, regulatory, and market developments affecting environmental outcomes.\"},{\"question\":\"What position did state representatives take on amendments to the Federal Water Pollution Control Act?\",\"answer\":\"State representatives generally wanted EPA to submit essential amendment proposals without a long list and expressed broad opposition to quick limits on certain municipal wastewater treatment grant projects.\"},{\"question\":\"Which major topics are discussed beyond FWPCA amendments?\",\"answer\":\"The report also addresses topics such as oil spill liability planning, offshore leasing impacts, nuclear thermal rule changes, sewage fund and impoundment legal matters, and pollutant detections in wastewater and air.\"}]","Weekly Report on Environmental Pollution - Air and Water News | PDF",1791871460,28]
