Currently, there are just over 1.7 million New Yorkers aged 60 and older, making up 20% of our city’s residents1, and the number of those aged 60 andover is projected to grow to 1.86 million by 20402. In April 2021, NYC Aging released its Community Care Plan3 to expand aging support services, centered on keeping older New Yorkers in good physical and mental health, and with a strong sense of well-being, so that they can live safely in their homes and communities within an age-inclusive city. \nOne of NYC Aging’s top strategic priorities is to re-envision food provision for older adults to enhance quality, efficiency, and sustainability of meal services. The Department’s Home Delivered Meals (HDM) program is a vital service to homebound individuals who are unable to prepare meals and who lack a support system to help with meal provision, thereby helping older New Yorkers to age in place. It is NYC Aging’s goal to ensure the meals provided to older adults in the HDM program are not only nutritious and meet regulatory guidelines, but also appeal to a diverse and evolving population of older New Yorkers. \nWhile NYC Aging funds only weekday meals through its formal HDM program, a separate Aging-funded provider subcontracts with our network of HDM providers to deliver meals intended for weekend use. Weekday and weekend meals are described in more detail below. \nUnderstanding there are limited resources to support weekend meals, NYC Aging is looking at sustainable and financially efficient ways to improve the current provision of weekend meals to best meet clients’needs while mirroring the quality meals provided during the week. Through this RFI, we are looking to identify how other organizations provide weekend meals to their older adult clients. \nNYC Aging’s Home Delivered Meals Program \nThrough 15 contracts, the Department currently delivers 4.3 million meals annually to homebound older adults, or approximately 17,000 meals daily. The program operates each weekday and covers all five boroughs. Contractors are responsible for delivering meals in a pre-determined geographic catchment area that meet quality and culturally appropriate meal requirements. As part of the HDM program, contractors deliver meals to eligible clients during the week in different formats – frozen, chilled, and hot meals. \nCurrent Weekend Meals Program \nAs stated, eligible clients receive meals meant to be eaten on the weekend (sometimes known as 6th and 7th meals) to supplement the weekday meals. The Department funds the weekend meals provider to conduct fundraising activities in order to support the cost of the meals; the weekend meal deliveries are then subcontracted out to the Department’s network of HDM providers. \n1 NYC Department for the Aging (Nov 2021) .“Annual Plan Summary, covering April 2022 – March 2023.” Accessible at: [https://www1.nyc.gov/assets/dfta/downloads/pdf/reports/APS_2021_Final_Draft_11_2021.pdf](https://www1.nyc.gov/assets/dfta/downloads/pdf/reports/APS_2021_Final_Draft_11_2021.pdf) \n2 [https://www1.nyc.gov/assets/dfta/downloads/pdf/reports/APS_2021_Final_Draft_11_2021.pdf](https://www1.nyc.gov/assets/dfta/downloads/pdf/reports/APS_2021_Final_Draft_11_2021.pdf) \nThese meals had traditionally been a cooked or catered meal (typically cold/refrigerated or frozen) similar to what clients received during the weekday; however, recently, the weekend meal provider moved to use “ready-to-eat,” also called shelf-stable, meals for some weekend meals. While we recognize there is currently a significant financial challenge for food providers, NYC Aging wishes to minimize the impact on the quality of food delivered to clients.
