CALL TO ORDER  \nChair David Postman called the regular meeting of the Washington State Liquor and Cannabis Board to order at 10:00 am on Wednesday, November 9 , 2022. Member Ollie Garrett and Member Jim Vollendroff were also present.  \n2. YEARS OF SERVICE RECOGNITION – RICHARD TEDROW  \nJim Morgan, Chief Financial Officer  \nJim Morgan: Thank you, Chair Postman. It's my pleasure to be here today to recognize Rick Tedrow. Rick is one of our stalwart audit team members and we are honoring Rick for 25 years of state service. Rick served time with the Department of Revenue and as an auditor with the State Auditor's Office and is now in his 10th year at LCB. He lives in the Seattle area and covers a wide variety of licensees in that region. He's particularly noted for his calming presence with licensees who he has to have difficult tax discussions with. In the audit line of work, discussions are not always happy news, but Rick handles those with care. So, it is my pleasure to recognize Rick, and I hope you'll join me in celebrating his 25 years of state service.  \nChair Postman: Absolutely. Rick, are you with us?  \nRick Tedrow: Yes, I am.  \nChair Postman: Hello. Congratulations. This is great. And tell us all how you stay calm and what can we learn from you?  \nRick Tedrow: I take a deep breath. [ laughter ] That usually helps.  \nChair Postman: Good advice.  \nRick Tedrow: Thank you. The years have flown by. And when I started here--well, through the time I've been here, the agency has gone through privatization and more recently legalization. And it's really cool to be part of this agency and go through a lot. And, frankly, it's been just a lot  \nof growth. I don't have anything else to compare it with because I wasn't here in the earlier times. So , it's cool to be part of it now.  \nChair Postman: That's great. I don't know that there is an agency in state government that's gone through what this agency has in terms of contraction and growth and back again in the 25 years you've been here, so that's got to have been something.  \nRick Tedrow: Yes it is. And it's good people. Everybody that I've worked with is very collaborative, and it's awesome. It's a great audit staff, and Jim has been great to work with, and I have nothing bad to say about anybody here because it's all been good.  \nChair Postman: That's great. Good, because we might not have invited you if you had anything bad to say [ laughter ] .  \nRick Tedrow: It's all five-star reviews.  \nChair Postman: Well, we might not have invited you back for your 50th, I guess. So, more to come.  \n3. RULEMAKING TIMELINES – ALL INDUSTRIES  \nKathy Hoffman, PhD, Policy and Rules Manager  \nKathy Hoffman: Good morning, Chair Postman, Board Members Vollendroff, and Garrett. Nice to see everyone this morning. I am going to be really brief about our rules in progress because I gave a pretty comprehensive report yesterday, I think. There is really not a lot to report because we are going to bring new staff on next week, I am happy to report. I will give a little more on that next week during Caucus. Rules are kind of holding right now. We do have some opportunities for interaction coming up with the workgroup that Jeff is putting together for quality control rule review and evaluation , and then the cannabinoid science workgroups that I'll be chairing starting December 1.
