Association ofChiefs of Police has now erupted into a bare knucklescontest for the hearts and minds of American police leaders.  \nIn a dramatic speech delivered during the IACP'sOct.7-12 annual conference in New York City,PoliceFoundation President Patrick Murphy labeled the IACP\"an impediment to much needed change...a negativerather than a positive influence.\"(Text appears on pages4-5 of this CJN.)  \nAlthough Murphy had previously stated much thesame idea in his memoir published earlier this year (CJN2/13/78),his blunt speech to members of the PoliceExecutive Research Forum during the IACP meeting itselfseemed to burn all remaining bridges to the current IACPleadership.  \nMurphy's main complaint was that the IACP isdominated and manipulated by chiefs from departmentswith fewer than 10 officers.Because such tiny agencies donot confront most of today's major problems of crime andpolice management,they prevent the IACP's capable stafffrom working to truly upgrade the
