through  \u003Cbr>deterrence for the last 30 years.This  \u003Cbr>deterrence is at the risk of not being cred-  \u003Cbr>ible anymore because of the turn of the  \u003Cbr>balance in favor of the Soviet Union,and  \u003Cbr>the deployment of its SS-20s.  \u003Cbr>The world is facing economic,financial  \u003Cbr>and monetary crises.We have taken the  \u003Cbr>time to recognize that because we have  \u003Cbr>had recessions since the end of the war,  \u003Cbr>but fortunately,they were never simulta-  \u003Cbr>neous in different countries.When we  \u003Cbr>had a slow-down in Europe,this coun-  \u003Cbr>try's economy was booming,developing  \u003Cbr>countries were growing.When this  \u003Cbr>country was in a recession Europe was in  \u003Cbr>good shape.  \u003Cbr>For the last two and a half years,West-  \u003Cbr>ern industrialized countriesEastern  \u003Cbr>countries,developing countries,and even  \u003Cbr>oil-producing countries have been hit  \u003Cbr>by the recession at a time when a lot of  \u003Cbr>countries have been obliged to practice  \u003Cbr>deflationary policies in order to put their  \u003Cbr>business in order.We were obliged to  \u003Cbr>do this in France,at the beginning of June  \u003Cbr>1982.  \u003Cbr>When the IMF wished to bail-out Mex-  \u003Cbr>ico asked them to bring back its budget  \u003Cbr>deficit from 16 percent of G.N.P.to8  \u003Cbr>eight
