Officers\n\nA homeland security alliancethat consists of 10 Northeasternstates has called on the federal gov-ernment to share information on ter-rorism to improve the responses ofstate and local police. \nPublic safety officials who haveformed the Northeast RegionalHomeland Security Agreementmade their appeal to Homeland Se-curity Secretary Tom Ridge. \nWith Ridge issuing alerts andwarnings with scant detail, the stategroup said, loca police who are onthe front lines have little, andsometimes no,guidance on which tojudge whether terrorist activity isimminent in theirjurisdictions. \n“America's 700,000 state andlocal police officers are our coun-try's 'boots on the ground'in a do-mestic war on terrorism,\"the stateofficials said in a letter to Ridge \nThe officials said the federalgovernment is reluctant to share in-telligence with state and local policedespite repeated promises since the9/11 terrorists'attacks in 2001. \nAs a solution the state officialsrecommended the establishment ofintelligence-sharing centers.Publicsafety officers assigned to the cen-ters would undergo the same back-ground checks for security that top \nfederal law enforcement agents un-dergo,the officials said. \nThe issue is not new.Policechiefs and state police superinten-dents,mayors and governors havebeen calling for similar programs. \nBut this is believed to be thefirst time that a large group of stateshas formed a coalition to press forthe establishment of a regionalcenter staffed with police who havehigh-level,federal security clear-ances. \nThe states that made the pitch tothe Homeland Security Departmentare Connecticut,Delaware,Maine,Massachusetts,New Hampshire,New Jersey,New York,Pennsylva-nia,Rhode Island and Vermont. \n\"The Department of HomelandSecurity must achieve the goal ofkeeping our nation safe,\"the lettersaid.\"This will be enabled by get-ting the right information to theright people.” \nThe intelligence-sharing centerswould be staffed by people withtop-secret security clearance whowould work directly with federal, state and local police and securityagencies. The centers would enableofficers to use federal databases tolearn if suspects have terrorist con- nections. \nVermont Public Safety Com- missioner Kerry Sleeper said infor-mation that could help officers onthe street fight terrorism is notreaching them. And those officersare the ones most likely to detectterrorist activity first,he said. \nThe New Jersey Police TrainingCommission has mandated that alllocal law enforcement recruits inNew Jersey receive training incounter-terrorism and in emergencyresponse, including response toweapons of mass destruction. \nWithout information to act on,however, the training would be lesseffective than it could be,New Jer-sey officials said. \nNew Jersey's new requirementswill take effect in January 2004 atall 23 of the state's police acade-mies.Many academies have imple-mented,or will implement, trainingbefore the deadline. \nThe New Jersey Office ofCounter-Terrorism will coordinatethe training.Working with the FBIand New Jersey State Police, the of-fice has
