CrimeControl Act of 1984,which President Reagan signedinto law on Oct.12,the U.S.Department of Justice(DOJ),working with the General Services Adminis-tration(GSA),is now making Federal surplus realproperty available at no cost for state and local cor-rectional facilities and programs.  \nThe Comprehensive Crime Control Act alsoauthorizes DOJ to provide for the reimbursementof monies paid for the purchase of Federal surplusreal property for correctional purposes betweenMarch 1,1982,and Oct.12,1984.  \nThe provisions of the new legislation weredescribed to state and local criminal justice planningofficials at a Justice Department briefing on the Actheld in Washington on March 18 and 19.Similarbriefings were held last week and early this week inNew Orleans and Kansas City,Mo.A final briefingis scheduled for March 28 and 29 in San Francisco.  \nLois Haight Herrington,Assistant AttorneyGeneral,said DOJ now has available an applicationkit describing the surplus property FORCONDUCTING PRE-EMPLOYMENTPSYCHOLOGICAL SCREENING PROGRAMS\n\nBy Robin E.Inwald,Ph.D.Hilson Research Ine.  \nIn a preliminary effort to develop guidelinesfor mental health professionals who conduct psycho-logical screening programs in law enforcement agencies,25 statements were presented to participants at the1984 FBI Symposium on Police Psychological Ser-vices(See Box 1).  \nParticipants(all police psychologists),wereasked to vote on each item as to whether they“agreedwith no reservation,\"“agreed with some reservation,\"or “disagreed.”Fifty-four(or 37 percent)of approxi-mately 147 participants returned the questionnaireand 26 of these respondents also made specific com-ments about possible revisions of individual items.  \nSome participants at the conference volunteeredthat the reason they had not filled out the question-naire was because they were involved in aspects ofpolice psychological services other than selection anddid not want to skew results for those working in thisarea.In any case,it can be assumed from the natureof this conference,that those who did respond repre-sented previously identified experienced police psy-chological screening services to law enforcementagencies.  \nResults from this survey suggest that with theexception of item number 25,calling for a \"secondopinion”whenever possible,fully 80 percent ofthese respondents agreed with no reservationsor agreed with some reservations to each of the pro-posed guidelines.The majority vote for all of theguidelines was in the “agree with no reservations”category(See Table 1).  \nAre
