Administrator HenryDogin will decide whether the California YouthAuthority(CYA)violates the separation mandateof the JD Act,thereby disqualifying itself and otherstate youth-serving programs from receiving millionsof dollars in Office of Juvenile Justice and Delin-quency Prevention(OJJDP)formula grant funds  \nThe act's separation mandate -Section 223(a)(13)-states \"that juveniles alleged to be or foundto be delinquent shall not be detained or confinedin an institution in which they have regular contactwith adult persons incarcerated because they havebeen convicted of a crime or are awaiting trial oncriminal charges.\"  \nThe OJJDP has been at odds with CYA overcompliance with the separation mandate since theJD Act's passage in 1974.For the last four years,California has been negotiating the issue with thefederal juvenile justice agency.  \nFrom the federal viewpoint,the object of thenegotiations has been to bring the large and well-financed CYA into compliance with the JD Actand thus avoid cutting off funds to the rest of Cali-fornia's juvenile justice establishment.  \nThe OJJDP-California negotiations finally brokedown after Acting OJJDP Administrator David LIFEDEMONSTRATED BY RACE RIOT\n\nTwo Dead,17 Injured-Prison Spokesman SaysRiot Potential Will Increase During 1980's  \nOn Dec.6,the same day officials lifted a three-month lockdown at California's Soledad State Prisonbegun in August because of racial strife,dozens ofblack inmates brandishing makeshift knives andclubs jumped a group of white and Chicano inmatesas they were returning to their cells for an afternoonpopulation count.  \nDuring the 35-minute melee that followed,17of the 80 prisoners involved were injured and twowhite inmates were stabbed to death.About 100corrections officers responded to the brawl,firing10 rounds of heavy-grain birdshot from 12-gaugeshotguns into the mass of fighting men.  \nScores of officers dressed in riot gear thenwaded in among the battlers to physically pull themapart.Five ambulances from Monterey County wererushed to the scene to take away the dead and wounded.A virtual carpet of discarded weapons,clothing tornto rags and debris covered the yard as “calm”settledover the prison.  \n\"It appears to have been a preplanned assaultby blacks on whites and Chicanos...and it appearsto have been in retaliation for an assault by whiteson blacks on Aug.19,\"in which whites used base-ball bats to club blacks,said Department of Correc-tions spokesman Phil Guthrie.  \nSince that August riot,in which officers alsowere forced to use
