weekend at Camp David, where I met andtalked with America's good friend,Prime Minister Holt ofAustralia,I thought of the General Assembly debate on theMiddle East that opens today in New York. \nBut I thought also of the events of the past year in othercontinents in the world.I thought of the future, both in theMiddle East, and other areas of American interest in theworld and in places that concern all of us. \nSo this morning I want to give you my estimate of theprospects for peace and the hopes for progress in thesevarious regions of the world. \nI shall speak first of our own hemisphere, then ofEurope, the Soviet Union,Africa and Asia, and lastly of thetwo areas that concern us most at this hour—Vietnamand the Middle East. \nLet me begin with the Americas. \nLast April I met with my fellow American Presidents inPunta del Este.It was an encouraging experience for me,as I believe it was for the other leaders of Latin America. For they made there at Punta del Este the historic decision \n# Vital Speeches of the Day\n\nLYNDON B.JOHNSON \nPRESIDENT OF THE UNITED STATES \nDelivered at tbe National Foreign PolicyConference for Educators,June 18,1967 \nI welcome the chance to share with you this morning afew reflections of American foreign policy as I have sharedmy thoughts in recent weeks with representatives of laborand business and with other leaders of our society. \nto move toward the economic integration of Latin America. \nIn my judgment their decision is as important as anythat they have taken since they became independent morethan a century and a half ago. \nThe men that I met with know that the needs of their 220million people require them to modernize their economiesand expand their trade.I promised that I would ask ourpeople to cooperate in those efforts, and in giving new forceto our great common enterprise, which we take greatpride in-the Alliance for Progress. \nOne meeting of chiefs of state of course cannot transforma continent. But where leaders are willing to face theirproblems candidly, where they are ready to join in meetingthem responsibly, there can be only hope for the future. \nThe nations of the developed world-and I am speakingnow principally of the Atlantic Alliance and Japan—havein this past year,I think, made good progress in meetingtheir common problems and their common responsibilities. \nI have met with a number of statesmen—PrimeMinister Lester Pearson in Canada a few days ago,and theleaders of Europe in Bonn shortly before that.We discussedmany of the issues that we face together. \nWe are consulting to good effect on how to limit thespread of nuclear weapons. We have completed the Kennedy \nPOLICY OF VITALSPEECHES \nThe publishers of Vital Speeches believe that the important addresses of the reognized leaders of public opinion constitute the best expressions of contem-porary chought in America, and that it is extremely important for the welfare of the nation that these speches be permanently recorded and diseminated.Thepublishers have no axe to grind.Vital Speeches willbe found authentic and constructive. \nIt is the policy of the publishers to cover both sides of public questions and to print all speeches in full.Where it is necessary to condense a speech forreasons of unusual
