The Minutes will reflect that Mr. Marshavin wished to be recorded as objecting.  \nDirectors welcomed the bilateral support from the Governments of Japan and the United Kingdom through the provision of credit enhancement and guarantee, respectively.  \nDirectors supported the operation and appreciated its contribution to the international support package for Ukraine. They acknowledged the efforts to strengthen the economic policy framework to facilitate a structural shift towards sustainable growth and enhance macro-financial stability. Directors noted the progress made by Ukraine in advancing policy actions and welcomed efforts to undertake continued institutional reforms, stressing the need for timeliness and adequate sequencing.  \nDirectors especially welcomed the reforms to improve incentives for renewable energy generation and to enhance SOE governance, and the move towards a programmatic engagement. They stressed the need to strengthen domestic resource mobilization, public sector capacity and public financial management to support the reforms.  \nDirectors acknowledged the overall high risk of the operation and underscored the importance of international financing assurances as well as the need to provide implementation support to the Government’s overall risk mitigation efforts.
