Following an Inspection Panel recommendation on January 23, 2026, to investigate the project, the DRS offered dispute resolution on January 30, 2026. A mission to Uganda from February 24-26, 2026, was conducted to provide information and answer questions about the dispute resolution option. As a result of the parties' decision not to pursue this avenue, the Inspection Panel will now commence its investigation as per paragraph 32 of the AM Resolution. On January 23, 2026, the World Bank Board of Directors approved an Inspection Panel recommendation to investigate the Uganda: Investing in Forests and Protected Areas for Climate-Smart Development Project (P170466) (the “Project”) .  \n2. On January 30, 2026, I wrote to the Parties in this case, offering the opportunity for dispute resolution, pursuant to paragraph 30 of Resolution No. IBRD 2025-0001 and Resolution No. IDA 2025-0001 (the “AM Resolution”) .  \n3. To facilitate the Parties’ ability to make an informed decision, as Head of Dispute Resolution Service (DRS), I led a team on a mission to Uganda to meet with the Parties and relevant stakeholders from February  \n24 to February 26, 2026, in accordance with section 11 ofthe DRS Operating Procedures.  \n4. During this mission, DRS met with the Parties and primary stakeholders of the Project to answer questions and provide detailed information on the dispute resolution option.  \n5. Pursuant to paragraph 31 of the AM Resolution, I hereby inform the Executive Directors, the Inspection Panel and World Bank Management that the Parties have not agreed to pursue dispute resolution.  \n6.
