Two British Columbia University Collegesand the Process of Economic Globalization\n\nJOHN S.LEVIN \nNorth Carolina State University \n## ABSTRACT\n\nThis qualitative investigation identifies a condition of freneticchange experienced by organizational members at two university col-leges in British Columbia,Canada, during the past decade.Prominentoutcomes of the formal designation of five former community collegesas university colleges included curricular change and the evolution of anew institutional mission. The brief history of the university colleges ofBritish Columbia parallels the process of economic globalization in theprovince of British Columbia, and the responses of managers and facultyat university colleges indicate that globalization influenced the formationand functioning of these institutions. \nEstablished as provincial public colleges in the 1960s,the commu-nity colleges of British Columbia were modeled after California's juniorcolleges yet located in a context that challenged notions of social classimported from the United Kingdom, including views of elitism thatplaced barriers to higher education and severely limited access beyondthe twelfth grade of secondary school.Until the 1960s there was onlyone higher education institution in the province of British Columbia, andthat institution, the University of British Columbia, contributed the edu-cated class to the province's economy and society.Somewhat surpris-ingly,it was leaders at the University of British Columbia whospearheaded the movement to develop not only additional universities inthe province but also regional two-year colleges. Both the University ofBritish Columbia and provincial school trustees exerted considerableinfluence on the formative years of community colleges in BritishColumbia(Dennison&Gallagher,1986).By the mid-1970s,and specifi-cally through a legislative act in 1977,the provincial governmentclaimed the role of dominant influencer of British Columbia's colleges(Dennison &Gallagher,1986;Levin,1995).By the 1980s,the collegeswere both de jure and de facto a system of provincial colleges,answer-able for operations to the government minister. They were both locallyresponsive and legislatively mandated to meet local needs but they wereprovincially governed and funded. They maintained a traditional com-munity college orientation and philosophy, including a comprehensivecurriculum,open-access to education and training, focus upon studentneeds, and community responsiveness(Dennison,1995;Dennison&Gallagher,1986;Dennison &Levin,1988a;Dennison &Levin,1988b;Levin,1995;Levin,2001). \nRising pressures upon government for greater access to education andtraining during the mid-1980s,evident in increasing numbers of studentsin the province's universities and colleges and documented thousands of \nstudents unable to obtain places at these institutions, resulted in a govern-ment appointed committee to recommend ways to alleviate the stressesupon the postsecondary education system. The findings of the ProvincialAccess Committee(Province of British Columbia,1988)indicated thataccess to university education, specifically to baccalaureate degree pro-gramming,was limited
