\nTo: Mr.PHILIP S.VAn WYCK,Director,Bureau of T'raining,War Manpower Uoinmission. \nThis report is made up of two parts-—a narrative account of theorganization, how it worked, the mistakes it made, and the resultsaccomplished;and a technical section describing the development ofthe TWI programs and techniques. \nSome of this material may appear to be critical, but it is not sointended. We have only tried to be factual and to set down just whathappened and what we have learned in order that others may profitthereby. We fervently hope that there will not ever again be a needfor another World War industrial training group, but for three of theTWI directors this has been a recurring assignment.Accordingly wefeel responsible for setting down as much detail as possible. \nWe have learned so much about the techniques of training thatwhat we knew before is as nothing. This learning has been at theexpense of the taxpayers and therefore should be preserved and usedin peacetime. These techniques are as applicable to peace as to warproduction. \nTWI has worked under two agency heads—Mr.Sidney Hillman, ofthe Advisory Commission to the Couneil of National Defense whobecame Associate Director General of the Oflice of Production Man-agement and also Director of its Labor Division and continued asDirector of the Labor Division when it was transferred to the WarProduction Board;and then under Mr.Paul V.McNutt,Chairmanof the War Manpower Commission. It has been part of the laborsupply organization headed by Brigadier General Irank J.Mc-Sherry,and then one of the services of the Bureau of Training, firstunder Dr.W.W.Charters and then under Mr.Philip S.Van Wyck. \nTo all of these people and to the entire TWI staff we are gratefulfor continued and specific cooperation. \nC.R.DooLEY,Director,T'raining Within Industry. \nSEPTEM BER,1945 \nTo:Mr.EDWARD L.KEENAN,Eæecutive Director. \nAH those who are concerned with the development and administra1-tion of training will find the\"Repoit\"of the Training Within In-dustry Service of great valne. It details fully the recognition of theurgent need in the early days of the war for immediate training ofour rapidly expanding productiou supervisory force, and the prac-tical and efflicient\"J\"programs that were developed to meet this need. \nThese prograns have functioned throughout the war years undertle able leadership and direction of an outstanding group of indus-trial per'sonnel and training people, with the cooperation and as-sistance of industry, labor, and government. The rank and file ofTWI people have enabled and assisted management and laborthrough the use of these tools to shoulder those training responsi-bilities that they alone can discharge. C.GooDWIN,Deputy Director. \nThe Training Within Industry Service has compiled its final re-port.This frankly written, highly instructive report covers the de-velopment and operation of the TWI program throughout its life, aswell as detailing some interesting background preceding the war. \nMr.Dooley,Mr.Dietz,Mr.Kane,Mr.Conover,and their
