They also approved a waiver of the Bank Policy: Full Mutual Reliance Framework with the Asian Development Bank regarding eligibility requirements to allow financing of the bridge contract and other contracts that have already been procured or are under procurement process using ADB’s procurement regulations.  \nDirectors welcomed this first project to use the FMRF, with the ADB as Lead Lender and the World Bank as Trail Lender. They noted this as a landmark in MDB collaboration that reduces transaction costs for a small state borrower, and demonstrates a new model of co-financing that can be replicated across the Pacific. Directors emphasized that SECURE’s success as a Trail Lender operation will be an important test of the FMRF’s potential at scale, and encouraged the WBG to draw lessons from its preparation and implementation, including risk management and client feedback, to inform the broader application of the FMRF across the Pacific and beyond.  \nRecognizing that the operation is well aligned with the WBG Small States Strategy and the PIC9 Regional Partnership Framework, Directors expressed strong support for this operation and recognized the urgent need to strengthen resilience to current and projected climate-related risks affecting urban systems, road connectivity, and communities in Tongatapu.
