On June 24, 2022, the World Bank Board of Directors approved an Inspection Panel recommendation to investigate the West Africa Coastal Areas Resilience Investment Project (P162337), Additional Financing – West Africa Coastal Areas Resilience Investment Project (P176313), and Global Environment Facility (P092289) projects (“WACA”) in Togo (the “Project”) .  \n2. On June 27, 2022, I wrote to the Parties in this case, offering the opportunity for dispute resolution, pursuant to paragraph 11(a) of Resolution No. IBRD 2020-0005/Resolution No. IDA 2020-0004 (the “AM Resolution”) and paragraph 30 of Resolution No. IBRD 2020-0004/Resolution No. IDA 2020-0003 (the“Panel Resolution”) .  \n3. To facilitate the Parties’ ability to make an informed decision, a Dispute Resolution Service (DRS) team conducted a mission to Togo to meet with the Parties from July 18 to July 21, 2022, in accordance with paragraph 7 ofthe DRS Interim Operating Procedures. A follow-up mission was conducted from July 26 to July 28, 2022.  \n4. If either of the parties do not agree to pursue dispute resolution (or request the case to continue directly to investigation), the case is to be returned to the Inspection Panel. Pursuant to paragraph 11(b) of the AM Resolution and paragraph 31 of the Panel Resolution, I hereby inform the Executive Directors, the Inspection Panel and World Bank Management that no agreement has been reached to pursue dispute resolution.  \n5. I recall that all information shared by the Parties with the Accountability Mechanism during the decision phase is to be kept confidential.  \n6.
