ten driv-ers on a weekend night maybe legally drunk.About  \n20,000 people each year diein alcohol-related acci-dents.And many of thesepeople are innocent.Theyjust happen to be on the  \nroad when a drunk driverloses control of his car.Many thousands of othervictims of drunk drivingsurvive,but must live therest of their lives with per-manent mental or physicaldisabilities.  \n## Drugs and Driving\n\nDrunk driving has been amajor problem in the U.S.for years.Many states havetoughened drunk drivinglaws and beefed up policepatrols on highways.Butgetting the drunks off theroad may only onmarijuana,cocaine,crackor other drugs.  \nJust how serious isdrugged driving in America?Again,the figures alarmexperts.A recent survey inTennessee found that 40percent (4 out of every 10)drivers injured in car acci-dents had illegal drugs intheir bodies-two percentmore than were found withalcohol in their bodies.InaNew York State survey,il-legal drugs were found i81 percent of male be underthe influence of drugs.Po-lice say this is a difficulttask.Drunk drivers maydrive too fast,then tooslow.They may weave inand out over the center line.But a driver high on cocaineor marijuana may not act  \n## Will Caterpillars Fight Drug War?\n\nCan leof-munching insecis helpstop the spread of drugs?The U.S.Government hopes so.Millions ofdollars wil be spent over the nexiyear on research to see if this ap-proach will work.  \nThe new recruit in the 9 billionU.S.drug war could well be theone-inch malumbia caterpillar.U.S.Government scientists areclosely studying the caterpillar,which is one stage of a white moth.The malumbia eals the leaves ofthe coca plant-from which co-caine is made.  \nMalumbia caterpillars,officialssay,might be dopped by air-planes on illegol South American6oca farms.Cocaine would then be  \nthis way.Yet he or she mayhave driving judgment soimpaired that it creates adanger to others on theroad.  \nPolice have reliable ma-chines called breathalizersthat can determine quicklyif a person is legally drunk.But there is no such ma-chine to determine if a per-son is too drugged to drive.  \nWorking from a plan orig-inally developed by the LosAngeles Police Depart-ment,the NHTSA now rec-ommends that police whosuspect drivers of beingdrugged look for the follow-ing clues:  \nAppearance.Palenessand heavy perspiring are  \n## FOCUS ON
