Andy Burnham is understood to have authorised the move after escalating attacks by the Houthis. Thirteen civilians died in an attack on Saudi Arabia’s King Khalid airport on October 10. A defence source said the airport attack was “like Heathrow being blown up”. The source told The Times: “[The \nMahmood’s fight to save her migrant crackdown \nColleagues urge easing of foreign worker reform \nSteven Swinford Political Editor Patrick Maguire \nChief Political Commentator Eleanor Hayward Health Editor \nShabana Mahmood is fighting a rearguard action to save her migration reforms in the face of mounting public criticism from cabinet colleagues. \nThe home secretary is under pressure to water down plans that would make it harder for foreign workers to claim permanent residence. Andy Burnham is considering exempting care workers from a proposalto extend the qualifying period for claiming indefinite leave to remain (ILR) from five years to 15. \nHowever, the Home Office has argued that the move could lead to an exodus of foreign care workers from their jobs once they gained permanent residence and were no longer bound by the terms of their visas. An ally of Mahmood said she retained Burnham’s broad support for the plans: “Andy has been on Shabana’s side throughout this row over ILR. He is holding the line.” \nMahmood has been criticised by Angela Rayner, the housing secretary, who said last month that the plans, which are expected to apply to those who have arrived since 2021, were unfair because they would “change the goalposts”. She said they would hit foreign care workers who had “moved their lives here to look after our loved ones”. \nMiatta Fahnbulleh, the energy secretary, criticised the policy in a post on \nher constituency website last week. She said extending the time that foreign citizens had to wait for ILR threatened“the process of building cohesion”. \nMahmood is expected to formally announce the plans next month despite more than a hundred Labour MPs being opposed to them. \nKemi Badenoch, the Tory leader, warned her that if she failed to tackle immigration Britain was in danger of“ending up with so much civil unrest”like France. Badenoch told Times Radio that the violence was a sign that Europe had a “civilisational problem”. She said her party would lend Labour support to tighten immigration rules. \nThe recruitment of foreign care workers surged in 2022 when the Tory government opened a health and social care visa route. The rise was labelled the“Boriswave”, a reference to Boris Johnson, the prime minister at the time. \nBetween 2022 and 2024 about 616,000 workers and their dependants moved here on health and care visas, and 384,000 of them are expected to apply for ILR when they become eligible between next year and 2029. There are 1.59 million people working in social care in the UK, a third of whom are foreign citizens. \nInternational recruitment has fallen sharply since July last year when the visa route for care workers was closed. About 30,000 people were hired from overseas as carers in 2025-26, down from a peak of 105,000 in 2023-24. \nRAF] will carry out defensive air missions above Saudi.
