Transport Correspondent \nPrivate parking firms will have to abide by tough new rules or lose the power to pursue drivers through the courts under a government pledge to tackle everyday annoyances. \nOperators will be banned from auto- \nmatically charging motorists for entering a car park without paying and will have to give them at least ten minutes to leave after their session has expired. \nThe rules will also cap the maximum fine that an operator can charge a motorist for parking without a ticket at £100. \nMotorists will face a maximum fine of £20 on appeal if they make a mistake \nNo increase to capital gains tax in the budget \nChancellor resists pressure from Burnham allies \nSteven Swinford Political Editor \nJohn Healey has rejected calls to increase capital gains tax in his first budget amid concerns that doing so would damage economic growth and hinder investment. \nSenior allies of Andy Burnham, including several cabinet ministers, had been pressing for a rise in capital gains tax on the sale of second homes, shares and other assets to help repair the public finances. \nHowever, the chancellor has ruled this out after warnings that it could ultimately cost the government money if wealthy individuals left the UK or deferred selling assets. \nHealey has said he wants to implement a “steady as she goes” budget on October 28 rather than the huge packages of tax rises and public spending that dominated the fiscal events of Rachel Reeves, his predecessor. \nIt means that the biggest “revenue raiser” in the budget will beatax raid on banks, which will be used to help fund a targeted and temporary package of support on the cost of living. Healey will also reduce the government’s fiscal headroom — a buffer against future events—from £23bn to about £15bn. Healey signalled his approach to capital gains in a speech last month, when he spoke about the importance of businesses making profits. He said: “I want to see this country as a country of wealth creation. I want our govern- \nment decisions and policies to raise the levels of confidence, and investment, and profit in British business.” \nCapital gains tax is charged at 24 percent for higher-rate taxpayers on profits from the sale of assets, compared with up to 45 per cent for income tax. Senior allies of Burnham have pressed for the rate to be increased. Louise Haigh, the first secretary of state, called for capital gains tax to be brought “closer to income tax rates”shortly before Burnham entered No 10. Wes Streeting, the defence secretary, once advocated increasing capital gains tax while keeping open the option of lower rates for entrepreneurs to encourage them to continue to take risks. \nLord O’Neill of Gatley, a former Goldman Sachs economist and an ally of Burnham, has previously warned that increasing capital gains tax would be “stupid”. He welcomed the decision not to increase it, telling The Times: “If this is what happens it’s eminently sensible and just what’s needed to keep the improving momentum in the economy going. As I have said a number of times, raising capital gains tax would send very much the wrong message to business.” \nSome economists have warned that raising capital gains tax could deter savers from investing in the stock market and drive business owners abroad. HM Revenue & Customs previously estimated that raising the \nsuch as entering their number plate incorrectly on a ticket machine.
