Evidence suggests that this innovative program will provide new practical experience for the collaborative development and quality improvement of teachers. Originality/Value: This study reviews the SQIPTE as a new Chinese intervention to improve the quality of rural teachers. Thereis strong evidence to suggestthatthis innovative program will inspire the construction of collaborative operating mechanisms incorporating multiple resources for teacher education systems across different areas. \nCorresponding author: \nJian Zhao, School of Teacher Development, East China Normal University, 3663 North Zhongshan Road, Shanghai 200062, China. \nEmail: [jzhao@kcx.ecnu.edu.cn](jzhao@kcx.ecnu.edu.cn) \nCreative Commons Non Commercial CC BY-NC: This article is distributed under the terms of the Creative \nCommons Attribution-NonCommercial 4.0 License ([https://creativecommons.org/licenses/by-nc/4.0/](https://creativecommons.org/licenses/by-nc/4.0/)) which permits non-commercial use, reproduction and distribution of the work without further permission provided the original work is attributed as specified on the SAGE and Open Access page ([https://us.sagepub.com/en-us/nam/open-access-at-sage](https://us.sagepub.com/en-us/nam/open-access-at-sage)). \nKeywords \nLocal normal college, rural teacher, Synergized Quality Improvement Program in Teacher Education, teacher quality, policy \nDate received: 26 October 2022; revised: 16 March 2023, 14 July 2023; accepted: 7 August 2023 \nIn 2018, the Central Committee of the Communist Party of China and the State Council issued Opinions on Deepening the Reform of the Building of Contingent of Teachers for the New Era in an All Round Way—the highest-level policy document specifically dedicated to the development of teaching staff since the founding of the People’s Republic of China. This document elevated the overall development of teaching staff to a new strategic height, defining such development as a major political task and fundamental livelihood project. The policy’s primary objective was to vastly improve the comprehensive quality, professional level, and innovation ability of teachers in China by 2035, thereby better meeting society’s expectations for fair and quality education (Central Committee of the Communist Party of China & State Council of the People’s Republic of China, 2018) .
