The document explains that quitting smoking sharply reduces the risk of smoking-related diseases for men and women across all ages, including lower risks of lung cancer, other cancers, heart attack, stroke, and chronic lung conditions such as emphysema. It emphasizes that benefits greatly outweigh concerns about average weight gain and possible psychological effects, and frames cessation as a highly cost-effective public health intervention.",{"@graph":14,"@context":73},[15,34,56],{"@type":16,"itemListElement":17},"BreadcrumbList",[18,23,27,31],{"item":19,"name":20,"@type":21,"position":22},"https://docshare.wps.com","Home","ListItem",1,{"item":24,"name":25,"@type":21,"position":26},"https://docshare.wps.com/document/","Document",2,{"item":28,"name":29,"@type":21,"position":30},"https://docshare.wps.com/document/healthcare/","Healthcare",3,{"item":32,"name":10,"@type":21,"position":33},"https://docshare.wps.com/document/the-surgeon-generals-1990-report-on-the-health-benefits-of-smoking-cessation-executive-summary/324075/",4,{"url":32,"name":10,"@type":35,"image":36,"author":41,"headline":10,"publisher":44,"fileFormat":47,"inLanguage":8,"description":12,"dateModified":48,"datePublished":49,"encodingFormat":47,"isAccessibleForFree":50,"interactionStatistic":51},"DigitalDocument",{"url":37,"@type":38,"width":39,"height":40},"https://docshare.wps.com/thumbnails/the-surgeon-generals-1990-report-on-the-health-benefits-of-smoking-cessation-executive-summary/324075.png","ImageObject",300,407,{"name":42,"@type":43},"Liam","Person",{"url":19,"name":45,"@type":46},"DocShare","Organization","application/pdf","2026-10-25","2026-09-21",true,{"@type":52,"interactionType":53,"userInteractionCount":55},"InteractionCounter",{"@type":54},"ViewAction",11,{"@type":57,"mainEntity":58},"FAQPage",[59,65,69],{"name":60,"@type":61,"acceptedAnswer":62},"What does the report say about health benefits after quitting smoking?","Question",{"text":63,"@type":64},"It states that an individual’s risk of smoking-related diseases declines after cessation. entitled The HealthBenefits of Smoking Cessation, released September 1990.The report is included inthe MMWR series of publications so that the material may be readily accessible to thepublic health community. \nOctober 5,1990 \nTHE SECRETARY OF HEALTH AND HUMAN SERVICESWA5HINGTON,D.C.20201 \nSEP 131990 \nThe Honorable Thomas S.FoleySpeaker of the House of \nRepresentatives \nWashington,D.C.20515 \nDear Mr.Speaker: \nIt is my pleasure to transmit to the Congress the 1990 Surgeon General'sReport on the health consequences of smoking as mandated by Section 8(a)ofthe Public Health Cigarette Smoking Act of 1969(Pub.L.91-222).The reportwas prepared by the Centers for Disease Contro1's Office on Smoking and Health. \nThis report, entitled The Health Benefits of Smoking Cessation, examines howan individual's risk of smoking-related diseases declines after quittingsmoking. The evidence is overwhelming that smoking cessation has major andimmediate health benefits for men and women of all ages.Smoking cessationincreases overall life expectancy and reduces the risk of lung cancer, othercancers, heart attack, stroke, and chronic lung disease such as emphysema. The health benefits of smoking cessation far exceed any risks from the average5-pound weight gain or any adverse psychological effects that may followquitting. \nCigarette smoking is the most important preventable cause of death in oursociety. It is responsible for approximately 390,000 deaths each year in theUnited States,or more than one of every six deaths. We must do all we can toprevent young people from taking up this deadly addiction, and we must helpsmokers quit.Given the enormous benefits of smoking cessation, and the factthat good smoking cessation programs can achieve abstinence rates of 20 to 40percent at one-year followup, these programs are likely to be extremelycost-effective compared with other preventive or curative services. \nTherefore,I would encourage health insurers to provide payment for smokingcessation treatments that are shown to be effective. At a minimum, thetreatment of nicotine addiction should be considered as favorably bythird-party payors as treatment of alcoholism and illicit drug addiction. \nThis report should help convince all smokers of the compelling need to quitsmoking. \nSincerely, \ncouiMlulrdu \nLouis W.Sullivan,M.D.Secretary
