The Soviet Exodus from Egypt:A tremor, not a Quake\n\nPresident Sadat's recent demandthat Soviet“advisers”quit Egypt, along with the Soviet compliancewith this demand, have beengreeted in some circles withgenuine amazement. It had beenwell known that differences existedbetween Russia and Egypt, but fewpeople expected that these differ-ences would compel Egypt toforego the advantages of havingthousands of Soviet military·per-sonnel directly involved in theconflict with Israel.Even fewerbelieved that the Soviet Unionwould acquiesce in the diminutionof its presence in Egypt. \nYet now these developmentshave come to pass.Their signifi-cance should not be underesti-mated,but at the same time itwould be a mistake to assume thatthe situation has change funda-mentally.The Middle East has notbeen struck by an earthquake, justa tremor, and the basic landscaperemains the same. The relevantquestions are what caused thetremors, and what constitutes thelandscape.Arab Nationalism \nThe conflict between Sovietimperialism and Arab nationalism iscertainly one of the most signifi-cant factors which led to the ousterof Soviet personnel, but thisconflict can easily be misunder-stood.Given Communist hostilitytoward Mohammedanism and thepowerful Arab desire for independ-ence from outside domination,Soviet-Arab antagonism is inevi-table.But in the absence of otherpolitical developments,it is unlike-ly that this antagonism would haveled to even a partial Soviet with-drawal from Egypt.Indeed,it canbe argued that Arab nationalism isone of the forces that has paved theway for totalitarian domination ofthe Arab world. It is Arabnationalism which fuels the jihad \nby Carl Gershman \n(holy war)against Israel and, thus, has provided the Soviet Union withthe pretext and the occasion forimperialist penetration. It is alsoArab nationalism which has pro-pelled the ascendancy of corruptdictators who remain in power byexploiting nationalist passions, andwhose neglect of social andeconomic problems has createdanarchy which is one of the preconditions for totalitarianism.Toregard Arab nationalism as some-how\"progressive\"in that itobstructs Soviet imperialism wouldbe a grave error. It doesn't obstructimperialism but invites it and, therefore,in its present form isreactionary. \nAt the root of the conflictbetween the Russian and Arableaders is simply the fact that theyshare different objectives.LastFebruary Mohammed HassaneinHeikal, the editor of Al_Ahram,wrote that \"I am an Egyptianconcerned about Egypt's nationalinterests just as you are Russiansconcerned with your own nationalinterests. The two don't necessarilycoincide.\"Indeed,they don't.TheEgyptian interest (at least as it isperceived by the current Egyptianleaders)is to defeat Israel.Theultimate Russian interest is todominate Egypt and the rest of theMiddle East. This is an historicRussian objective, and the Sovietswill not be put off by the likes ofMr.Sadat, even if they must maketemporary tactical adjustments as apartial military withdrawal.Tactical Withdrawal \nThe central question seems to bewhy the Russians are now willing to \nmake a tactical withdrawal from \nEgypt.They didn't do it out of fear \nof Mr.Sadat-the Russians don't \nscare that easily.Nor is it likely that \nthey did it in response to domestic \n(continued on page 2) \n(continued on page 4) \n15g \nSeptember,1972 \nSadat views Israeli defenses:'My people have the will' \nToward Demoeraey \non the West Bank \nby Giora Rosen \nThe last elections in the WestBank were held in the summer of1963 under Hashemite rule and inaccordance with the Jordanian Lawof 1955.The next elections weredue in September 1967 but did nottake place then because of the SixDay War. \nHamdi Kanaan,a most conspi-cuous figure in the West Bank, whountil a few months ago was the ac-ting mayor of Nablues, publishedan article in August 1971 which ap-peared in the Arab_newspaper\"ElKuds\"put out in East Jerusalem. This article infuriated the WestBank politicians and no less sur-prised the Israeli leaders","cbCaipqjDMFkjdDb","https://ap.wps.com/l/cbCaipqjDMFkjdDb","pdf",4211129,"English","# Arab Nationalism\n## Tactical Withdrawal\n## Toward Democracy on the West Bank\n# Chapters Host Visiting Israelis","[{\"question\":\"What demand did President Sadat make regarding Soviet advisers?\",\"answer\":\"Sadat demanded that Soviet “advisers” quit Egypt, and the Soviet Union complied with that demand to withdraw personnel.\"},{\"question\":\"Why does the text argue the withdrawal should not be seen as a fundamental change?\",\"answer\":\"It claims the Middle East has only experienced a “tremor” rather than an earthquake, and that the basic landscape and long-term Soviet motivations remain the same.\"},{\"question\":\"How does the text explain the conflict between Soviet imperialism and Arab nationalism?\",\"answer\":\"It argues that Arab nationalism fosters forces that both oppose Soviet assumptions and provide a pretext for imperial penetration, while enabling corrupt authoritarian rule and conditions for totalitarianism.\"}]","The Soviet Exodus from Egypt - A tremor, not a Quake | PDF",23]
