Minister. In this appearance before the CommonwealthClub,he will update the status of Mideast negotiations and offer his projections onfuture developments. \nFor the foreseeable future,as PresidentCarter said at Annapolis recently, theUnited States and the Soviet Union willcontinue to cooperate and to compete. The precise mixture of the two will dependon the place, the issue, very much onSoviet behavior, and also on how we seeour own national interests in each case.We have no illusions about the SovietUnion.Their view of history,of the world, and of the future is very different from ourown. We do not believe we should everrely on good will as a substitute for gooddefense. The Soviets appear willing tostrike some bargains—as we hope for in \n# The Commonwealth\n\nJULY havebeen and will be times and places whereU.S.and Soviet policies will conflict andtensions will arise. \n# Cooperation and Competition\n\n## Military Strength\n\nMost of us Americans would prefer touse our resources for other than militarypurposes. But as long as the world staysthe way it is,as long as competition re-mains at least as important as cooperationon the international scene,U.S.militarystrength will have to remain another factof modern life. The more assured our mili-tary capability, the less we need to riskdangerous actions to show our resolve. The weaker we are,the more likely we areto compensate (or think we have to com- \nSheraton Palace HotelGold Ballroom \n## U.S.S.R.—Not Stronger Militarily Than U.S.\n\n(Contiued from preceding page) \npensate)by risky the Soviet Union isbound to be an important and difficultissue in these circumstances. The issue isimportant on two counts:First, because ofthe outward pressures exerted by theSoviets—for a long time against nationsthat border on the Soviet Bloc, more re-cently against nations farther away.Second, because of the resources investedin their military establishment by theSoviets during the past 15 years,a steady 3percent to 4 percent increase in Soviet mil-itary spending each year for that period. \n## Problems of Measurement\n\nSoviet military capability has improvedsubstantially over the past decade. But theSoviet Union is not stronger militarilythan the United States. When talkingabout something as general as the militarybalance of power,we run into problems ofmeasurement.Personnel, tanks, aircraft, ships, submarines, missiles, warheads andmegatons can all be counted up and com-pared.Depending on which items areselected for comparison, the results can bemade to favor the side of your choice. \nFor all these reasons, the simple com-parisons you hear so much about rarely \nilluminate more than the idiosyncracies oftheir authors. They do not tell as muchabout our ability to defend WesternEurope,or to keep open essential sealanes to Japan. And they certainly do nothelp us in the planning and programmingof our defenses. \nBasically,we want to forestall or deterconflicts that could jeopardize those inter-ests.To deter,we must be able, ready, andwilling to fight—and fight to as
