 \n# INTRODUCTION\n\nThis statement arose from a suggestion that the Australian AdvisoryCouncil on Bibliographical Services should study the existing patternof library services in Australia with a view to considering whethera more logical pattern could be envisaged.  \nIt would be possible to treat the present pattern very cursorily andstill perhaps not be grossly inaccurate.Indeed,it could be arguedthat,in one sense,there is no pattern at all,if a pattern is somethingthat results from the conscious intermingling of constituent elementsaccording to some predetermined design.  \nIt could be argued,but perhaps there are two sides to the argu-ment.It would certainly be going too far to suggest that successivelibraries and successive types of libraries in Australia have beenestablished always with conscious thought to their relationships withtheir predecessors,but it would be untrue to say this has never beendone.It would be even more misleading to infer that Australianibrarians have never been and are not now aware of these relation-hips.The present statement and the resolution that brought it forthhemselves bear testimony to such an awareness.  \nPerhaps there can be pattern without design and perhaps thepattern which results from at least partly unconscious evolution andot from an imposed overall philosophy may not necessarily beither undesirable or inefficient,just on that ground.  \nBut to return to the actual description of the existing ‘patterm’,iteems clear that this could be achieved in a number of ways;forxample,an enumeration of library services by types,or a descrip-ion of library services by location.Both these approaches have beenollowed in the present document,the second part comprising aeries of statements relating to major types of library service inustralia and the first endeavouring to bring out more clearly the  \ninterrelations of these types of service in practice,by discussing,among other factors in the
