The narrative describes the committee’s formation in 1942, the early meetings and challenges of wartime conditions, and the practical steps taken to mitigate famine among allies in Europe—especially children—without undermining the blockade. little spring at which it all begins.Lower down it willbe fedby many tributaries and perhaps grow into something that willgenerate power and irrigate dry lands.I had something of this feelingwhen looking at the first Minute Book of the Oxford Committee forFamine Relief. An ordinary, somewhat battered exercise book re-called the preliminary meeting in the Friends Meeting House atwhich the formation of a famine relief committee was first discussed, and the subsequent meeting of a provisional committee of Dr.Gilbert Murray and four or five others in the Old Library of St.Mary-the-Virgin on 5th October 1942. \nThe problem we were concerned with was the mitigation of famineamong our allies in Europe—especially among children who weresuffering particularly heavily—without diminishing the efforts of theblockade. \nIt was a difficut time in which to expect anyone to be concernedwith anything other than our own survival.Japan was in the waragainst us,we were shut off from the continent,Russia was in des-perate straits. With America on our side,we believed that victorywas certain, but we had only reached the end of the beginning, andthe worst of the blitz had still to come.It is no wonder that withvarying degrees of emphasis several speakers urged caution “lestcontroversy should be aroused\".
