politics.Its conception isclearly the product of something less than blinding originality.Itseemed obvious to me that the study of European politics was one ofthe few political science subfields for which reading material was notavailable which effectively challenged the more orthodox treat-ments.Over the years,I have assigned most of these texts and whileeach has merit,I have been alarmed by their remarkable uniformityof interpretation.Numerous conversations with colleagues andstudents convinced me that a need exists for another perspective,anantidote perhaps,not wedded to the status quo and willing toentertain a radical critique of the four systems usually\"covered\"inthis course:Britain,France,West Germany and the Soviet Union.My purpose is to make some of this unconventional material moreeasily accessible to the student.In the absence of an integrated andcoherent text on the subject,I hope this volume will partially sufficeto remedy what I viewas a glaring deficiency in the available teachingliterature.  \nThere is solid basis for doubting the usefulness of the traditionalapproach.The need for other viewpoints has been magnifiedrecently by the growing political and economic crisis facing Britainand rapidly appearing elsewhere.Most texts provide little guidancefor the student seeking to place these events in their proper context—in this case,Britain's liberal capitalist socio-economic system.Here one might object that it is unwise to study societies beforeexposing oneself to certain “nuts and bolts”as found in mosttextbooks.My reply is that one cannot begin to understand formalstructures and political behavior without appreciating certain socialand economic realities.Rarely in the orthodox text is a cause andeffect relationship pursued that might reveal the class-basedcharacter of conventional wisdom regarding voting patterns,educational and legal systems,various parliamentary forms,andgeneral decision-making processes.It is rarely if ever acknowledgedthat the nature of the political process in these societies is signifi-cantly influenced by economic considerations—most often by thedesire to maintain ownership and control by a small class.  \nTHE OTHER EUROPE  \nOn Britain,the contributors to this volume examine a host of“givens”including “inherited traditions”of upper class “duty,”\"traditional working class deference,\"rejection of extra-Parliamentary politics,consensual social change,and the supposedimpartiality of the State machine.Additionally,the British LabourParty's claim to be the leading force behind creating a socialistsociety is subjected to a withering critique.  \nOn France,one could note the tendency in the literature tocomment approvingly on the role of national planning and theconcomitant failure to note the function of this state guidance —protecting the capitalist class from the chaos of the market.Stateplanning in France should not be misconstrued as a stage ofsocialism since it does not serve the total society.As Ernest Mandel,the Belgian Marxist,maintains:
