The New Entrepreneurship in Higher\n\nEducation:The Impact of Tuition Increasesat an Ontario University \nLINDA QUIRKE &SCOTT DAVIES \nMcMaster University \n## ABSTRACT\n\nRecent increases in university tuition fees are part of a new entrepre-neurial trend in higher education in which institutions are expected togenerate more of their own revenue. We examine the effects of this trendon access to universities for students of lower socioeconomic origins, and identify a series of cross cutting pressures. On the one hand, tuitionfees pose an obvious financial barrier for these students, whomresearchers have shown to be relatively cost-sensitive and debt-averse.On the other hand, the demand for university education among youthfrom all backgrounds remains buoyant, and student cultures may beincreasingly resigned to accepting large debts to finance their schooling. We then examine empirical evidence from two surveys from theUniversity of Guelph, along with some supplementary sources. We findthat the representation of students from low socioeconomic backgroundsfell substantially during a decade of rising tuition costs. In discussingthis finding,we link the phenomena of higher and de-regulated tuition tothe new entrepreneurship, and argue that it has the potential to increas-ingly stratify Canadian higher education. \n## INTRODUCTION\n\nA new climate surrounds postsecondary education. In Canada and inother industrialized nations, universities have increasingly adopted entre-preneurial,market-like traits. Now facing a less certain climate of gov-ernment funding, they are seeking, with encouragement from politiciansand business representatives, other sources of revenue. With fewer assur-ances that the state will continue to offer generous block-grants,univer-sities are creating new opportunities to raise funds, whether by aligningthemselves with business, conducting lucrative research aimed at \nThe Canadian Journal of Higher EducationVolumeXXXII,No.3,2002 \ncommercial innovations,or trying to maximize existing
