seventeenth stateto do so.This act provided for a Michigan Board of Regis-tration of Nurses and Trained Attendants composed ofthree nurses, one registered physician, and the secretary ofthe State Board of Health. The members appointed byGovernor Warner were:Elizabeth G.Flaws,president;Mrs.Elizabeth Tacey, vice president;F.W.Shumway,M.D.,secretary;Alfreda Galbraith and Arthur V.Scidmore,M.D. \nThe first examinations were given Feb.9-10,1910.Eventhe nurses on the Board were not registered until theywent through the same procedure as the other nurses. Therefore it was fitting that the first president of theBoard also become the first R.N.in Michigan.(Editor'snote:We are interested in obtaining information regardingMiss Flaws'Certificate of Registration.) \nThis cover shows Miss Galbraith's original Certificate ofRegistration(please note she signed her own certificate),her 1954 re-registration card,a notation that it was filedwith the County Clerk, and an early picture of Butter-worth(Miss Galbraith's school of nursing). \nMiss Galbraith has the distinction of re-registering everyyear since 1910 and of special interest is the fact that shehas remained at the same address.(Editor's note:The his-tory of,the Board of Nursing was presented in a seriesof articles in the MICHIGAN NURSE,1950.) \n# NURSING AND LEGISLATION\n\nFive decades of the twentieth century andmedicine has been the development of ournumerous laws.It is the progress of legislationfor the protection of the professional nurse andthe public that I speak of here. The nurses whoworked at the turn of the century for licensureand registration laws had to labor as painstak-ingly as the scientist in his laboratory.Theirswas the task of defining the person who mightbelong to the nursing
