1947No.2 \nA Difficult Task Ahead \nTAST MONTH we called atten-tion in these columns to thefact that Lewis and his abortive coalstrike had tried to use the public wel-fare as a bargaining point. It was point-ed out at the time that this.carelessnessabout the common good was not pecu-liar to Lewis or to his Union —it ispretty generally characteristic of organ-ized groups in this country. \nFor this reason,as we have statedmore than once, proper attention to thecommon good must form a much largerpart of our educational program than itdoes at present. The history of ourcountry partly explains our lack of at-tention to the common good. The vastimmigration which built up our popula-tion consisted of people who had be-come dissatisfied with conditions in theirown countries, and had the initiative tostrike out for themselves under totallynew conditions. It is not hard to seehow this would give rise not only to alarge measure of self-reliance in ourpeople, but even to an exaggerated in-dividualism. \nThe long pioneer era, which was akind of internal immigration, broughtthe same influences to bear on largenumbers of families who had alreadymade a place for themselves in the newworld and thus might have supplied astabilizing influence on the new immi-gration. \nBut now the pioneering era,and prob-ably also the great era of immigration,is definitely past;and it is high time wesettled down to the serious business ofgrowing up as a Nation. The commongood is far too complex a thing to beleft to chance or to individual good will:We should set ourselves to the task ofgetting clear ideas on it ourselves and ofpassing these ideas on to the rising gen-eration. \nHow difficult it is to safeguard thecommon good in all the complexities ofnational life, can be seen in the coalstrike already referred to.Not only wasJohn L.Lewis at fault in his rather de- \nliberate plan to use the national welfareto force a settlement with his Union, but a great many men who have sin-cerely crusaded for social justice duringthe past decade or so,contributed theirpart to his actions. \nFor,during this period,we have beendevoting a great deal of earnest effortto the equalization of the bargainingposition of labor as compared with thatof capital.Such an equalization was evi-dently necessary. The solution adoptedwas what is known as\"Industry-widebargaining”;i.e.,an attempt was madeto give the workers'organization thesame national tie-up which the manu-facturers had worked out to strengthentheir own position in the bargainingarena. \nThe attempt to equalize the positionof labor was a just one,but what wasnot noticed at the time, even by men ofgood will, was that the particular meth-od adopted was bound to be of seriousconsequence to the common good. \nFor once a whole industry is organ-ized into a single bargaining unit, withemployers on one side and all workerson the other, then every use of the rightto strike deprives the whole nation ab-solutely of the products of that indus-try.Since many of these industries arevital to the very existence of the coun-try,it is not hard to see that such a so-lution leaves much to be desired. \nThus it must not be felt that lastmonth's editorial was anti-miner,oreven anti-Lewis—in a certain senseneither of them had any choice but tojeopardize the common good, for thatwas the way all of us had stacked thecards with which they had to play theirgame. \nIs it too much to hope that in the newlegislation which must be passed now tosafeguard the public welfare, our law-makers will keep their eye steadfastlyon that general welfare, and not be ledastray by what seems to be a well-de-veloped campaign against organized la-bor as such? \nAnd is it too much to hope that laborleaders will strive as much to correct theevils that have arisen as to protect theirreal gains? \nEditorRev.Clement J.Lambert,S.M. \nClrculation Manager.Brother Anthony J.Deinlein,S.M. \n# SHORT STORY\n\nTomorrow Is For Climbing
