binding in the present national-liberationstruggle of the OUN.This Manifesto was the revolutionary OUN's courageouschallenge directed against both totalitarian systems of that time —Germannational-socialism and Russian communism-Bolshevism.It served as the ideolo-gical and political foundation of the struggle for Ukrainian Statehood,initiatedby the Act of Independence of June 30,1941.The full text of the OUN Mani-festo from December,1940 is as follows:  \nThe existing political power structure in the world that forcibly suppressesmany developed and self-sufficient nations is collapsing from their aspirationsto freedom and independence.  \nThe Russian empire —the USSR—presently is the integral componentof this power structure.  \nWe,Ukrainians,are raising the banner of our struggle in the name offreedom for nations and the individual.  \nWe are creating a new just world order and are laying the foundationfor a new world political structure by dismantling the appalling prison ofnations —the Russian empire.  \n1  \nI.  \nWe are fighting for the liberation of the Ukrainian nation and of allnations enslaved by Russia.  \nWe are fighting against Russian
