It also covers staffing and resource management actions and previews planned next-quarter initiatives.","Public Disclosure Authorized Public Disclosure Authorized  \nFebruary 12, 2026  \nTHE INSPECTION PANEL QUARTERLY REPORT TO COMMITTEE ON DEVELOPMENT EFFECTIVENESS (CODE)  \nThe First Quarterly (Q1) Report for Fiscal Year 2026 (FY26) provides a comprehensive overview of the Panel’s activities during the reporting period. It covers key areas such as compliance-focused case work, thematic work, engagement, outreach, and communications (EOC) . The report also includes updates on staffing and resource management, as well as a preview of planned activities for the second quarter ofFY26 to inform CODE.  \nKey highlights from the report are as follows:  \n1. Compliance-Focused Case Work  \nDuring Q1, the Panel had a total of 10 cases in various stages:  \nRegistration  \n􀂃 Reviewing Technical Admissibility  \no Uganda: Investing in Forests and Protected Areas for Climate-Smart Development Project  \n􀂃 Not Registered  \no  Cameroon: Electricity Transmission and Reform  \nEligibility  \n􀂃 Pending Board Decision  \no  Serbia: Public Sector Efficiency and Green Recovery DPL  \no  Tajikistan: Sustainable Financing for Rogun HPP and Technical Assistance for Financing Framework for Rogun HPP  \n􀂃 Deferred Recommendation  \no  India: Green National Highway Corridor Project  \n􀂃 Investigations Recommended – Currently with DRS  \no  Pakistan: Khyber Pass Economic Corridor Project  \nInvestigation  \n􀂃 Reverted to the Panel from DRS  \no Viet Nam: Coastal Cities Sustainable Environment Project  \nVerification  \n􀂃 Pending Board Decision  \no  Tanzania: Resilient Natural Resource Management for Tourism and Growth (REGROW)  \nOfficial Use Only  \n􀂃 Verification Recommended  \no  Togo: West Africa Coastal Areas Resilience Investment Project (WACA)  \n􀂃 Reviewing Progress Report  \no  Bolivia: Santa Cruz Road Corridor Connector Project  \n2. Thematic Work  \n􀂃 The Panel engaged in various thematic work during this quarter. Notably, the Panel participated in a working group on potential integration of WBG accountability mechanisms. The working group was formed to support CODE in exploring possible pathways for such integration. With the appointment of a Task Force to continue this work, the assignment of the working group shifted to supporting the Task Force with various aspects related to its terms of reference. The Panel shared a discussion note, along with the copies of the Panel’s recent quarterly reports, to support the work of the Task Force.  \n􀂃 During this quarter, the Panel also participated in other thematic work, including:  \no preparation for the Independent Accountability Mechanism Network (IAMNet) 22nd Annual Meeting where the Panel will be moderating/presenting six sessions,  \no participation in the IAMs-Reprisal Working Group,  \no continuous work on the Panel’s 10th advisory report,  \no participation in the branding exercise for the Panel and DRS,  \no working with a Truman scholar during the summer,  \no submission of a joint Proposal for the 45th IAIA Conference with ADB’s Accountability Mechanism  \no Panel’s monitoring of case efficiency.  \n3. Engagement, Outreach, and Communications (EOC)  \n􀂃 The Panel engaged key stakeholders through outreach and speaking engagements, including an invitation to present at the International Climate Initiative in Berlin on the theme Cooperation of Accountability and Safeguard Systems.  \n􀂃 The Panel worked on its FY2025 Annual Report and completed the pending FY2023 and FY2024 Annual Reports. Preparation and publication of the pending reports took longer than expected due to challenges in determining how best to present the Panel’s work under the previous accountability mechanism structure. Throughout this process, the Panel remained committed to its mandate to report to the Board on its work and activities.  \n􀂃 The Panel has also collaborated with DRS, with support from the Accountability Mechanism Executive Secretary and Senior External Affairs Officer, on a planned joint outreach initiative for the current fiscal year.  \n􀂃 To
