Findings: The GBA Development Strategy aims to build an integrated, innovative, and internationalized economy. It presents an opportunity for universities to attract new funding opportunities as well as to prepare graduates to play a key role in the GBA. The shift toward a high-tech service-led economy would hinge upon creating an effective partnerships platform between industry and higher education institutions. To do so would require greater institutional and professional autonomy for the academic research enterprises. There is also a need for evidence-based policies by the Central and GBA regional governments. \nCorresponding author: \nXie Ailei, School of Education, Guangzhou University, Rm 415, Wenqing Building, Guangzhou 510006, China. \nEmail: [xieailei@gmail.com](xieailei@gmail.com) \nCreative Commons Non Commercial CC BY-NC: This article is distributed under the terms of the Creative \nCommons Attribution-NonCommercial 4.0 License ([https://creativecommons.org/licenses/by-nc/4.0/](https://creativecommons.org/licenses/by-nc/4.0/)) which permits non-commercial use, reproduction and distribution of the work without further permission provided the original work is attributed as specified on the SAGE and Open Access pages ([https://us.sagepub.com/en-us/nam/open-access-at-sage](https://us.sagepub.com/en-us/nam/open-access-at-sage)). \nOriginality/Value: The article examines the state of the relationship between GBA strategies and higher education cooperation. It can be used to guide policies to promote higher education cooperation in the GBA in a more integrated, innovative, and internationalized way. \nKeywords \nChina, Greater Bay Area, higher education \nDate received: 27 February 2020; accepted: 17 September 2020 \nIntroduction \nThe Guangdong-Hong Kong-Macao Greater Bay Area (GBA) comprises the two Special Administrative Regions (SARs) of Hong Kong and Macao and the nine municipalities of Guangzhou, Shenzhen, Zhuhai, Foshan, Huizhou, Dongguan, Zhongshan, Jiangmen, and Zhaoqing in Guangdong Province. It covers an area of 56,500 km2, with a resident population of more than 67 .65 million. Because of its geographical location and economic significance in China’s social and economic landscape, the central government has initiated the GBA Development Strategy, which is China’s first official bay area regional development strategy that has risen to the national level (Chen, 2018) . As with other important policy initiatives, the GBA Development Strategy starts with a general framework and will be enriched by additional policy measures. The policy framework is ambitious, dynamic, and subject to interpretation and negotiation by policy actors at different levels. \nThis review introduces key GBA policies adopted by the central government and gauges their implications for higher education cooperation. It starts with an overview and an interpretation of strategical goals, followed by an analysis of current higher education collaboration ","cbCaiqvWWkByIL7b","https://ap.wps.com/l/cbCaiqvWWkByIL7b","pdf",138802,12,"English","# Abstract\n## Purpose\n## Design/Approach/Methods\n## Findings\n# Introduction\n## Overview of the GBA\n# The GBA Development Strategy, its policy origins, and the three “I”s\n## Policy origins and timeline","[{\"question\":\"What is the main purpose of the article?\",\"answer\":\"It provides a policy review of the GBA development strategies and explains their relevance to higher education cooperation.\"},{\"question\":\"Which policies does the article review to assess higher education implications?\",\"answer\":\"It reviews key GBA policies adopted by China’s central government and interprets cooperation policies across provincial and national levels.\"},{\"question\":\"What opportunities and challenges does the article identify for universities?\",\"answer\":\"It argues the strategy can attract new funding opportunities for universities and prepare graduates to play key roles in the GBA, while emphasizing partnerships, autonomy, and evidence-based policy making.\"}]","The Greater Bay Area (GBA) Development Strategy and Its Relevance to Higher Education | PDF",1792092076,30,{"code":4,"msg":82,"data":100},[101,105,109,113,118,123,127,129,134,137,141],{"id":22,"doc_module":4,"doc_module_name":25,"category_name":102,"show_sort_weight":103,"slug":104},"Story & Novel",90,"story-novel",{"id":26,"doc_module":4,"doc_module_name":25,"category_name":106,"show_sort_weight":107,"slug":108},"Literature",80,"literature",{"id":33,"doc_module":4,"doc_module_name":25,"category_name":110,"show_sort_weight":111,"slug":112},"Exam",70,"exam",{"id":114,"doc_module":4,"doc_module_name":25,"category_name":115,"show_sort_weight":116,"slug":117},5,"Comic",60,"comic",{"id":119,"doc_module":4,"doc_module_name":25,"category_name":120,"show_sort_weight":121,"slug":122},6,"Technology",50,"technology",{"id":55,"doc_module":4,"doc_module_name":25,"category_name":124,"show_sort_weight":125,"slug":126},"Healthcare",40,"healthcare",{"id":86,"doc_module":4,"doc_module_name":25,"category_name":29,"show_sort_weight":98,"slug":128},"research-report",{"id":130,"doc_module":4,"doc_module_name":25,"category_name":131,"show_sort_weight":132,"slug":133},9,"Religion & Spirituality",20,"religion-spirituality",{"id":132,"doc_module":4,"doc_module_name":25,"category_name":135,"show_sort_weight":132,"slug":136},"World Cup","world-cup",{"id":138,"doc_module":4,"doc_module_name":25,"category_name":139,"show_sort_weight":138,"slug":140},10,"Lifestyle","lifestyle",{"id":142,"doc_module":4,"doc_module_name":25,"category_name":143,"show_sort_weight":114,"slug":144},19,"General","general"]
