The study compares how each strategy shapes production, distribution, and the reproduction of class systems and hegemonic blocs. It contrasts socialist egalitarian income distribution, capitalist accumulation driven by value and profitability, and statist industrial acceleration through tribute and tolerated income inequality, then frames the Chinese model historically and addresses revisionism.","SAMUUR AMLEN \nTHE FUTURE OFMAOISM \nSAMIIRAMIIN \nTHIEFUTURE OFMAOISM \nTranslated by Norman Finkelstein \nMonthly Review alternative models of development. The setting ofthis investigation is the contemporary underdeveloped periphery;that is,the predominantly rural, agriculturally backward,largelyself-contained,and barely (and unequally)industrialized regionsof the world. \nThe three developmental strategies we will compare are nationalautocentric, peripheral capitalist, and statist. The point of departureof the first is the abolition of private property in land and industrialplant. Its salient politico-economic features are the priority devel-opment of agriculture(i.e.,equal exchange between the countrysideand city rather than the imposition of a forced tribute on thepeasantry)and an egalitarian distribution of income. \nThe second strategy is predicated on the laws of capitalist accumu-lation in a class-divided society;hence, the revenues of the land-owners,middle,and capitalist classes constitute deductions fromthe social surplus.Because the periphery is integrated into theworld capitalist system, the comparative profitability of economicalternatives,as determined by the world capitalist law of value, isconsidered the most reliable and adequate measure of efficiency. \nThe third strategy is also premised on the abolition of privateproperty. However,in contrast to the national autocentric approach,a tribute is imposed on the peasantry to accelerate industrializa-tion and significant differences in income are tolerated (a)betweenthe countryside and the city and(b)between different levels of skilland productivity. \nThe Future of Maoism \nEach of these three strategies underpins the reproduction of adistinct class system and hegemonic bloc. The blocs correspond-ing to each one are, respectively,an alliance of the working classwith the peasantry,an alliance of imperialism with the local ex-ploiting classes, and an alliance of the state bourgeoisie with thenew middle classes. \n# I.SOCIALIST PRODUCTION ANDDISTRIBUTION STRUCTURES\n\n1.Our starting point is an underdeveloped country in which a\"socialist revolution\"has occurred. This presupposes(a)publicownership of the means of production:the state and collectivitesnow control the social surplus (if this is a monetary economy, thesurplus takes the apparent form of enterprise profit);and (b)collec-tive proprietary rights over theland, enjoyed by rural associations. \nWefurther assume that the country
