It links long hours and industrial strain to harmful effects such as standing, exposure to dust and fumes, increased production pressure, and insufficient time for rest and recreation. It also emphasizes social and generational health impacts, noting women’s roles and needs as present or prospective mothers. Industrial Commissioner \n308Z509 \nAlbany,N.Y. \n1926 \n# THE FORTY-EIGHT HOUR WEEK FOR WOMEN\n\nDesirable as a Health Measure \nThe forty-eight hour week was proposedl originally as a healthmeasure, part of the program for the protection of women inindnstry fron the dangerous effects of long hours and prolongedindustrial strain on their physieal constitution. The argrIIentson this ground have been frequently presented and should by thistime be familiar. They are based on the harnful effects of strainfrom standing,of dust and fumes,of the speding up of modlerilindnstrial activity, and of inadequate opportunities for rest andreereation. They inelude also the fact that most women eitherare expected to take a share in home responsibilities,or have tobecause they are married or because their ineome is not sufficientto pay for the serviees they need. Finally the health argumentrests on the fact that women must have special proteetion be-eause,as present or prospeetive mothers, their health will affeetthe health of the next generation. \nThese health considerations are of first imporfauee. They are8o weighty that it nay fairly be said that they establish thie de-sirability of the forty-eight honr weck from the health and socialpoint of view. The presumption is in favor of it unless it appearsio he iupraetieable froul some other point of view. \n# An Economic Question Involved\n\nThe one serious argument which has been raised against thepractieability of the forty-cight hour week s an economie one.Business cannot prosper under it,or business wllhave to leavethe State,if such a limit on working time should be established bylaw,is the contention. \nIt would not be fair to ignore this economie aspeet of the matfer.lt deserves consideration not only from the point of view of busi-nCss prosperity, but from the point of view of the ceonoinie well-being of employees as well. These two interests are, indeed, inthe long ruln idlentieal.Plenty of employment and good wagesdepend on business activity and prosperity. To ignore this is notonly insound eeonomies but can do the wage earner 100 good.Itis important, therefore, for all concerned to give due coIusielera-tion to the economie question of whether there is any reas011 tobelieve that the forty-eight hour week for women is ineompatiblewith business prosperity. \n# INTENTIONAL SECOND
