SPECIAL FEATURES/CONTRIBUTIONS SPECIALES\n\nThe Evolution of Relations BetweenManagement and Faculty in OntarioColleges of Applied Arts and Technology \nMICHAELL.SKOLNIK* \nArguably,the greatest barrier to the academic development and functioning ofOntario's twenty-two Colleges of Applied Arts and Technology(CAATs)is thehostile and suspicion laden relationship which exists between management and theunion which represents the academic staff of the CAATs-the Ontario PublicService Employees Union(OPSEU).This was the conclusion of the commissionon workload in the CAATs which I chaired in 1985(IARC,1985)and wascorroborated in a study of CAATgovernance by a Special Adviser to the Ministerof Colleges and Universities the following year(Pitman,1986).An indication ofthe degree of concern felt by the Ontario Government regarding management-union relations in the CAATs is that the largest (in terms of time and resources)public commission on the CAATs to date has been the Colleges CollectiveBargaining Commission(Gandz,1988). \nGiven the potential for good or harm arising from a labour relations processwhich impacts indirectly upon more than half a million CAAT students and clientsin nearly every Ontario community of at least modest size,it is surprising how littlepublished examination and analysis there has been of labour-managementrelations in the CAATs.No doubt, the paucity of writing about this facet of theCAATs is part of a larger phenomenon that is the scarcity of books and articlesabout the development of the CAATs.For example,Volume IV of W.G.Fleming's series,Ontario's Educative Society, published in 1971,just five yearsafter the founding of the CAATs,is stillthe only book in print on the developmentof the CAATs;though the history of the CAATs is examined in some books on thedevelopment of community colleges in Canada, most notably Dennison andGallagher's Canada's Community Colleges(1986). \nThe purpose of this paper is to add to the public record regarding thedevelopment of the CAATs in general, and their labour-management relations inparticular,by addressing the development of labour-management relations in theCAATs from the early years to the present. My objective is to provide not merely adescriptive treatment of the subject(though that in itself would be useful);but toattempt to present an interpretive analysis, employing the theoretical frameworkdeveloped by the British Industrial Relations theorist,Alan Fox(1974). \n*Professor,Higher Education Group,Ontario Institute for Studies in Education \nThe methodology is eclectic.I will draw upon the published sources available,as well as a variety of unpublished documents. In addition,I will make use of notesfrom the extensive interviews which I and my colleagues on the InstructionalAssignment Review Committee (IARC)conducted with government officials, union representatives, faculty, and administrators in the course of our 1985 studyand from subsequent visits to the CAATs. \nGiven the intimate nature of my relationship to the subject matter of thisundertaking, some prefatory comments of a personal nature are in order.I first gotinvolved in the study of union-management relations in the CAATs shortly after abitter three week academic staff strike was ended by controversial legislation.Iwas subjected to strident personal attacks for having accepted the IARCappointment by the Minister, and subsequent to the publication of the Committee'sreport I found myself the object of quite personal veneration in some quarters, scorn in other quarters. While the experience of being for atime at the centre of thedevelopments about which I am writing gave me a degree of accessibility to thesubject which is unusual for a university based researcher,it also provided for apotential ego involvement which requires considerable self-reflection and self-discipline to keep in check. The problems involved in maintaining objectivity insocial science research are well known, and I can add that I have studied theseproblems(and ","cbCaioFSjTOJQRbz","https://ap.wps.com/l/cbCaioFSjTOJQRbz","pdf",1144135,"English","# SPECIAL FEATURES/CONTRIBUTIONS SPECIALES\n# I.
