In order to make sense of these choices, the article discusses the role of political design—focusing on the role of political motivations, such as ideological turnover, replacement risks and ideological stands toward administrative efficiency—and organizational dynamics—focusing on the role of administrative legacies and existing organizational palettes. The article utilizes data on organizational creations in the Norwegian central state between 1947 and 2019, in order to explore how political design and organizational dynamics help us understand the creation of agencies relative to ministry divisions overtime. We find that political motives matter a great deal for the structural choices made by consecutive Norwegian governments, but that structural path dependencies may also be at play. \n1 | INTRODUCTION \nOrganization is at the heart of politics. If we understand politics to involve identifying and placing new societal objectives on the public agenda, which subsequently triggers a need to establish structural capacities devoted to maintaining the issue area in question (cf. When new politics are contemplated or exiting policies are adapted, policymakers are routinely faced with an enduring tension in institutional design, namely, the extent to which an issue area should be organized so that it will be handled relatively free from day-to-day political control, or whether key responsibilities should be kept tightly connected to the executive core. \nWhereas the trade-off between political control and autonomy is an enduring feature of political organization, it became particularly topical from the early 1980s onwards, as governments increasingly came to follow the international trend of forging a stricter separation between “politics” and “administration.” Spearheaded by the New Public Management (NPM) wave of public sector reforms, and simultaneously promoted as the chief model for signaling credible commitment in the wake of regulatory reforms, the independent agency became a major component in the international administrative reform discourse from the 1980s onwards (Christensen & Lægreid, 2006; Van Thiel, 2019; Verhoest et al., 2012) .
