the early second millennium B.C.there was already firmlyestablished a mindset characterized by a self-conscious dependence onregularly scrutinizing the sky for guidance.?Not only the calendar,but  \nEarly China 20(1995)  \n122 THE COSMO-POLITICAL BACKGROUND OF HEAVEN'S MANDATE  \nthe correct orientation of any consecrated space,the scheduling of reli-gious ceremonial,and the proper conduct of seasonal occupations alldepended on the king's competent performance of his cosmo-magicalrole of theocrat.The ability to comprehend the celestial rhythms and tomaintain conformity between their changes and human activity was afundamental qualification of early Chinese kingship.³This suggestswhy,as early as the second millennium B.C.,the correlation with thefirst dynastic transitions of unusually dense clusters of all five naked-eye planets was thought to signify the conferral of legitimacy on the dy-nastic power currently in ascendancy.Such a conception is consistentwith the post hoc ergo propter hoc fallacy(event B occurs after event A,therefore A is the cause of B)underpinning the theory of omens inmuch of the ancient world.What is remarkable in the earliest Chinesecases is the degree to which these extraordinary celestial portentsactually influenced political and military behavior.  \nThe objective of this essay is to set out in one place the evidence forremarkably early coordination of celestial portents and formative polit-ical and military events long remembered in the scriptural traditions ofthe Chinese.Beyond this,I will offer an account of the ancient Chinesepolitico-religious imagination according to which macrocosmic/micro-cosmic correspondences legitimated the social order.The argument willbe developed in three parts:first,a brief survey of the state of ourknowledge of early astronomical observation in China,especially correl-ations between celestial and political events;second,a discussion of theformative role played by such knowledge in the emergence of astrology,  \ncosmology,and the management of religious time as central concerns ofthe bureaucratic state;and lastly,a discussion of the linkage betweenancient Chinese notions of universal sovereignty and the high godsShangdi上帝and Tian天，especially as manifested in the concept ofHeaven's Mandate (tianming天命)and in the rhetoric of early Chinesepolitico-religious discourse.  \n## Early Astronomical Observationsand their Correlation with Political Dynasties\n\nIn the predawn hours of late February,1953 B.C.,and again at dusk inlate May,1059 B.C.,the two densest gatherings of planets in the past  \n5,000 years took place.These exceptionally close encounters of the“fivepacers\"(wubu五步)would have captivated even casual observersthroughout the world for several days,if only because of the extremerarity of such spectacular conjunctions.5 Both clusters were certainlywitnessed,and more importantly,remembered by the ancient Chinese,who must have gazed in amazement as they strove to comprehend theirsignificance.Still another curious planetary“dance”in 1576 B.C.at thebeginning of the Shang商dynasty was remembered for its associationwith the transformation of the political
