reflects the Commonwealth's mission:buildingresilient economies and creating decent,sustainable jobs for all.  \nYou meet at a time of mounting global pressures:slowing growth,widening inequality,shrinking fiscalspace,and intensifying climate impacts.  \nThese forces are testing the foundations of development everywhere,but they fall hardest on the small andvulnerable states that make up more than half of our Commonwealth family.  \nFor them,the challenge is existential.Rising borrowing costs,repeated climate shocks,and unfair accessto finance are eroding hard-won progress and constraining future opportunity.  \nThis is why the Commonwealth echoes the sentiment advanced by so many of our member states:withoutreform of the international financial system,there can be no truly inclusive growth.  \nThere is no doubt anymore,if there was any,that the system we have lived with for over 80 years,withpiecemeal reforms,no longer serves the interests of any country or their people for wealth generation andsocial protection.  \nWe call for the reshaping of global finance to reflect today's realities—only shared prosperity guaranteesthe best interests of us all.That means fairer credit ratings;debt treatment and concessional finance basedon multidimensional vulnerability;the re-channelling of Special Drawing Rights to the countries that needthem most;and the expansion of grant and long-term finance for climate and development.  \nMomentum exists—in the Bridgetown Initiative,the Resilience and Sustainability Trust,the Antigua andBarbuda Agenda for SIDS,and the Paris Pact for People and Planet.But progress must now move fromprinciple to practice.  \nAt the same time,the foundations for growth and jobs must be strengthened at home.Domestic resourcemobilisation,modernised tax systems,digital innovation,and efforts to curb illicit financial flows are vitalto broaden fiscal space and deepen inclusion.  \nDiversification away from single sectors and markets—into sustainable industries,tourism,and greentechnology—is equally important.  \nTrade is central to this vision.Commonwealth countries share a trade cost advantage of more than 21percent,on average,thanks to shared language,systems,and trust.  \nBy harnessing this advantage,we can unlock new value chains,expand market access,and generate millionsof jobs,especially for young people and women.  \nDebt sustainability must also be a cornerstone of growth.Commonwealth innovations such as the Meridiandebt management system,now used in 41 countries,demonstrate how better data and governance canimprove transparency and investor confidence.We are working with members to advance practicalsolutions such as debt-for-resilience swaps and state-contingent clauses that offer breathing space whendisaster strikes.  \nAnd climate action must be fully integrated into this economic agenda.Investing in renewable energy,resilient infrastructure,and nature-based solutions is not only vital for the planet —it is the blueprint forsustainable growth,green jobs,long-term competitiveness,and resilience.  \nThe Commonwealth represents one-third of humanity,spanning large economies,emerging markets,andsome of the world's smallest states.Across this spectrum,we see that growth and resilience are notcompeting goals —they are mutually reinforcing.  \nIn a world
