F.BOYLE,U.S.N.Rotired \n\"NINE YEARS AGO,I addressed theCommonwealth ClubToday I return tocorrect some of the impressions I leftthen. \nThere are a number of things aboutVietnam which the people of our countrydo not understand, and which our Con-gress does not understand. It is this mis-understanding that has led to so muchconfusion, and which has led to the recent negative Congressional action on thebombing in Cambodia. \nProud History \nThe Vietnamese people are very tenaci-ous.They have a spirit of hero-ism.InSaigon today, practically every boulevardand major street is named after a nationalheroThey have an historic tradition ofnever accepting a military defeat.Neitherthe North nor the South will capitulatemilitarily. There can and there will beaccommodations on both sides, but neitherside will surrender. \nIn surveying the history of Vietnam wemust look to the presence of the Frenchin Indo-China and ask what did theFrench do of a positive nature and which \nstill remains as part of the Vietnamesescene today?\"The only railroad in thecountry was built by the French:it goesfrom the Chinese border to Saigon.Theonly road system in Vietnam today wasbasically_built and designed by theFrench. The countless canals in the deltawere dug by the French,in order for theVietnamese to plant greater areas of rice. All of the ports of Vietnam were built bythe French;the mines in the north wereoperated by the French and small facili-ties were built. \nSchooled in Revolution \nBut perhaps the two greatest achieve-ments of the French in Vietnam were theeducational system and the bringing toan end of the Mandarin System which theVietnamese had borrowed from AncientChina. The students that the French edu-cated in_missionary schools eventuallywent to France and had their educationextended through the university systemthere. \nThis was the opportunity that the Viet.namese were hoping for.Vietnamese stu-dents studied, among other things, theAmerican,French and Russian revolu-tions;they learned how the Westernershad changed their government through arevolutionary process, and the Vietnamesestudents in France became experts at thistechnique. \n(Cendnaed an nest page)
