Commonwealth \nFrom Address byBenjamin L.Hooks \nIn 1972.I went to the Federal Com-munications Commission. There wereonly two women on the FCC staff, and noblacks.I looked down each floor wherethe office was located and we didn't have asingle black on that floor, except a secre-tary and a messenger.I was appointedEEO Commissioner and a woman lawyercame to see me one day and she said.“Commissioner I've been with the FCCabout 18 years,I have applied for everyposition that they had,and promotionshave been very slow for me,and I plan tostay only two_more years. But sinceyou're the EEO Commissioner and wehave never had that before, there's just \nFriday,July 14,Noon \nFRIDAY FLASHES-JUNE 30 \n# MAJOR GENERALJOHN K.SINGLAUB\n\nUnited States Army(Retired) \n\"THE SECURITY OF THEUNITED STATES....ASIT APPEARS TO ME” \nAfter publicly criticizing President Carter twice within a year, and following a meetingwith Army Secretary Cliford Alexander on Apri!28,General John K.Singlaub an-nounced his retirement after a 35-year Army career. Most notable among his criti-cisms of the Administration were his statement on withdrawal of U.S.troops fromKorea, and his disagreement with the decisions to halt production on the neutronbomb and B-1 bomber. \nTickets—$7.50 at the door.STEVEN A.DIAZ,Quarterly Chairman \none thing that I'd like for you to do for meif you can before I retire.I would verymuch like to have an office with a windowin it.\"I didn't quite succeed, because justbefore I got her that office, she retired. \n# A Time of Change\n\nWe did make a great change. When Icame there, less than 20 black's ownedradio stations;when I left there were over \n50.There were no blacks on the executivelevel;when I left, they were all throughthe area. When I came there, all of theblack people were down in the basementas mail clerks,GS one's and two's;when Ileft there, every commissioner had at leastone black on their staff. \nSo,when the opportunity came.I hadthe opportunity to be named chairman of \n## NAACP:History Long and Glorious,Says Hooks\n\n(Cnied jnum preceding puge) \nthe FCC by Mr.Carter.since I was asenior democrat on the commission. \n## Leaving The FCC\n\nA lot of people asked,\"Why did youleave the FCC to go to the NAACP?”There were two major reasons. \nFirst of all.I feel that there are stillmany problems in this country affectingracial discrimination and segregation.Second, because of my experience at theMemphis Court House,my experience atthe FCC had left me,in spite of all the hellI had caught as a black,it left me with adegree of residual optimism, that in spiteof the largeness of the problem we face inAmerica, properly approached, there is awill and a purpose to change these condi-tions for the better. So I came to lead theNAACP at this very critical juncture be-cause it expresses my personal faith thatwe can indeed move toward the comple-tion of the American dream.Without thatfaith,or without that optimism I don'tknow whether I would personally evenwant to survive. \n## A Sense of Purpose\n\nI believe today there is in America theresidual will and purpose to accomplishthe job that needs to be done, and if i canhave any small part of that,I would bewilling to try to play that part. \nI came to lead the NAACP at this criti- \ncal age of Proposition 13,Bakke,of so- \ncalled alleged reverse discrimination, ofmounting unemployment in the blackcommunity.of rapid inflation,of the moodof conservatism, and the whole concept asrevealed by the Gallup poll, that enoughhas been done for the black communityand they are able now to stand on theirown. \nAt a very critical juncture in this coun-try,we at the NAACP come to say thatthere is a job to be done and we need thehelp of all of you to do that job. \n## Founding of NAACP\n\nThe NAACP has had a long and glori-ous history. It was founded in 1909 as aninter-racial organization. It was founded ata time when every two and a half days ablack was lynched in this country. It wasfounded at a time when the whole conceptof the lack of rights of ","cbCaibWe3rpYV9GS","https://ap.wps.com/l/cbCaibWe3rpYV9GS","pdf",1265957,"English","# A Time of
