prevailed in most of our cases;thejudges have found our points to be com-pelling.These are not frivolous cases;none have been dismissed for such rea-sons.Through these cases—and we havebeen involved more than 90%of our casesare directed against government agencies, not against private parties or businesses. We are not out harassing businesses withour suits. \n## Record Is Improving\n\nIt is not impossible for business to livewith the programs we advocate. In fact, many do and the record is getting betterall the time. For instance,in the field ofwater pollution, many more in the indus-trial sector have met the 1977 clean-upstandards than in the municipal sector.Only 600 of some 4,000 industrial dis-chargers are not yet in compliance. \nPollution control programs should notjust be viewed as a burden on business. They also have helped create whole newbusinesses of manufacturing and servicingthe control equipment. There are nowover 400 companies manufacturing water(Continued on next page)
