Peking in 1900,when apeasant militia besieged the city's Foreign Legation Quarter.Then,in 1912,the ch'ing Dynasty collapsed,and the countrybecame a Republic。  Currently,the Beiyang Government nominallyrules China,but it is the warlords who hold the real power.Though those in the North officially \"support\"  the BeiyangGovernment,  the warlords there are seemingly a law untothemselves.Those in the South support the Kuomintang-formerly anoutlawed political secret society.  \nPeking,the former Imperial capital and new home to theBeiyang regime,has been open to the Western powers since 1860.Unlike the treaty ports of Shanghai,Canton,Ningpo,Fuchou,andAmoy,foreign trade is tightly restricted within the city.Mostnon-chinese residents live within the heavily fortified LegationQuarter.Traveling outside the major cities into the countrysidecan be dangerous,thanks to the political situation,and banditryis common.
