The Canada Student Loans Program:Time for Revision*\n\nJOSEPH SCHAAFSMAt \n## ABSTRACT\n\nThis paper consists of a critical appraisal of a number of aspects of the CanadaStudent Loans(CSL)program. In the first part of the paper it is argued that thecurrent CSL program lacks horizontal and vertical equity and creates awork-disincentive.Furthermore,it is shown that the program rules are badly inneed ofup-dating to take into account the effects ofinflation and tax rate increasessince 1982.In the second part of the paper it is argued that the government iscontrolling the cost of the CSLinterest subsidy inefficiently. An alternative designfor the CSLprogram is proposed and it is argued that this new design benefits bothstudents and parents at little or no additional cost to the government. \nSince its inception in 1964 the Canada Student Loans(CSL)program has beenan important source of supplementary funds for financially needy post-secondaryMtudents.In 1987-88,the last academic year for which summary data for the CSL \n*The nuthor thanks Scot(jirvan for his able research assistance,Gerald Van Grootheest for the Frenchraslation of the abstract, and the two referees students,!borrowed $558.9 million or $2,661 perstudent(Department of the Secretary of State,1989,p.8).This average loan perstudent is approximately one half the direct cost incurred by an out-of-town studentattending university.²Clearly,in terms of both the number of students borrowingand the amount per borrower, the CSL program plays a major role in enablingstudents to meet the financial cost of a post-secondary education. \nA unique feature of the CSL program is that for most³undergraduate studentsthe size of the CSL for which they qualify falls as parental income rises.4 Thisinverse relationship is specifically incorporated into the plan on the assumptionthat where possible, parents should assist their offspring financially with the costsof a post-secondary education. The manner n which the expected parentalcontribution is linked to parental income is analogous to a personal income taxsystem. The expected parental contribution calculation can, therefore, beevaluated against equity and efficiency criteria developed in the personal incometax literature.Part of this paper is devoted to such an exercise and someimprovements to the CSL program are suggested. In the latter part of this paper thecase for a more radical revision of the CSL program is developed. The paperbegins with a brief description of the CSL program with anemphasis on the criticalrole of the expected parental contribution. \n## I A BRIEF DESCRIPTION OF THE CSL PROGRAM⁵\n\nThe CSL program is a federal program for providing financial assistance topost-secondary students. The program commenced operation in 1964 and the lastmajor revision occurred in 1983.In its current format the program guaranteesloans made by lending institutions⁶to full-time⁷post-secondary students and paysthe interest on the loans
