taut skin of steel and glassshrink-wraps a stack of shifting, precariously balanced volumes. Can you judge this book by its cover?\"It looks like an arbitraryshape, but once you step inside, you get it,\"promises Settle's Cityibrarian,Deborah L.Jacobs.According to the Office for MetropolitanArchitecture(OMA),Rotterdam (in joint venture with LMN,Seattle),therregular form arises from an almost slavish devotion to a detailed pro-gram developed by the library board and staff.“A truly rational buildingloes not look rational,”says Joshua Ramus, principal in charge for OMA. \nPR0JECTS \nThey began the commission with a three-month-long investi-ation into the future of the book, calling onlocal tycoons whose fortunesvere built upon the very digital technologies that would seem to makeorinted matter obsolete.OMA director Rem Koolhaas believes the libraryas an institution has moralistically and unwisely positioned itself as theastion of the book against the byte.\"It's not a matter of and/or,\"saysKoolhaas.\"The modern library, especially in a cybercity such as Seattle, must transform itself into an information storehouse aggressivelyorchestrating the coexistence of all available technologies.” \nKoolhaas sought to balance the explosion of information withhe library's increasing role as a social center. There are five programmaticplatforms,\"blocks of floors designed for a unique purpose:parking, staffrea, meeting rooms, books, and offices.\"Flexibility can exist within eachcompartment but not at the expense of another,\"Koolhaas says. The plat-forms alternate with four large, open floors:a childrens'area,LivingRoom,Mixing Chamber, and reading room—all places where people canmeet, search the Web,orjust sit and read.“OMA's solution is simple andcomplex at the same time,\"says Jacobs,a demanding client with a geniusfor building public consensus around the radical design. \nThe architects pushed and pulled the platforms almost 50 feetout of vertical alignment with each other to capture light and views.Asmuch as OMA enjoys casting itself as technician not artist, there's an aes-thetic at work, even when it verges on anti-aesthetic.\"When we tried totweak it too much,it just didn’t work,\"says Ramus.“The form had anintegrity of its own.\"The sky-blue,diamond-patterned steel grid that sup-ports the glass cladding spans the distance between the offset platforms ingreat, angled planes. \nSheri Olson,FAIA,is RECORD's Seattle-based contributing editor and the authorofCutler Anderson Architects(Rockport Publishers,2004). \nWith its aggressive silhou-ette and the apparent scalelessness ofits diamond-grid cladding, the 11-story library holds its own amongoffice towers three times its height.\"Its a machine that fragments andreconstitutes the city around it,\"saysKoolhaas.Illuminated at night, itglows like a giant X-ray,exposing itsvital organs through its exoskeleton. The public was involved \nfrom selection on.(Standing-room-only crowds turned out to see Steven \nHoll and Koolhaas go head-to-head over the course of the three days of \npresentations [RECORD,August 2000,page 120]).The library board came \nback from a whirlwind
