The PTIOs¹are appointed by each Governing Body(ATP,GSB,ITF andWTA)participating in the Tennis Anti-Corruption Program(\"TACP\").Theyhave the responsibility to administer the TACP and direct the TennisIntegrity Unit(\"TIU\").  \n2.   Cristobal Saavedra-Corvalan (hereafter\"Saavedra\"or the \"Player\")is a 28year-old professional tennis player.He was registered with the ITF throughhis ITF International Player Identification Number(\"IPIN\")in 2017,which isa requirement for competing in ITF tournaments,and has been since 2010.By registering,Saavedra accepted the ITF rules and regulations,whichincorporate the ITF Code of Conduct and in turn the TACP.He also agreedto abide by the TACP by signing the ITF Player Welfare Statement everyyear from 2010 to 2017.Therefore,Saavedra is a Covered Person underthe TACP and is subject to the jurisdiction of the AHO.  \n3.  Richard H.McLaren holds an appointment as an Anti-Corruption HearingOfficer(\"AHO\")under Section F.1.of the Program.The Parties have madeno objection to the arbitrability of the matter,nor the appointment orjurisdiction of the AHO.By agreeing to Procedural Order No.1(\"PO No.1”),the Parties have confirmed that the AHO is properly appointed andseized of the matters in dispute.  \nBACKGROUND  \n4.  The TIU received information regarding suspicious betting activitysurrounding a match in which the Player was competing.On 5 October2015,the Player was interviewed by the TIU.During the interview thePlayer seemingly complied with a request of the TIU to provide his mobilephone and tablet for forensic examination.The results of this examinationled to a second interview on the same day.The Player explained that thedevices contained limited information because they were replacements,ashe had lost both of his previous devices at the Charles de Gaulle airportwhile traveling five days prior to the interviews.The loss was not reportedto the French authorities.  \n5.Between 5 October 2015 and 5 June 2017,the TIU received further bettingalerts from betting operators relating to seven suspicious matches in whichthe Player was a participant.These alerts led to the Player beinginterviewed by the TIU on 5 June 2017 in istanbul.  \n# (i)   The First Demand\n\n6.  During the Istanbul interview a Demand was issued to the Player tosurrender his mobile phone to the TIU (hereafter the\"First Demand\").ThePlayer refused to do so until he had spoken with a lawyer.He was givenalternative ways to do so while he or his phone remained in the interviewroom.He insisted on doing t on his own phone in private.He left theinterview room having agreed to be available the following day if required.  \n7.In a follow up interview on the following day the Player confirmed that hehad consulted legal counsel.However,he notified the TIU that he would beunable to comply with the First Demand because the previous evening hehad been the victim of a theft in central lstanbul in which his mobile phone,  \nwallet and passport had been stolen.The theft in Istanbul was reported tothe Turkish authorities.  \n# (ii)   The Second Demand\n\n8.
