Heathcote,B.A.(Oxon.) \nDuring the N.S.W.Campaign,1928 \nIssued by \nThe Citizens'Rights &Liquor Reform Assn.Belmont Building,15 Castlereagh Street,Sydney. \n## Philosophy and Liquor\n\nON September 1 the electors of New South Wales() will have to vote on a very important referendum. \nshould understand clearly what they are voting about onthat occasion. \nThey will be asked to say whether on the one handthey wish the liquor trade to be at one and the same timeabolished and compensated, and whether it shall infuture be a crime for any subject of the Crown in NewSouth Wales to manufacture, use,or have in his posses-sion alcoholic liquor of any kind. \nLet me say a word on these two parts of the proposedlaw. \nThe electors should clearly understand that by theterms of this referendum there can be no abolition of thetrade without compensation. Those who vote for Prohi-bition at the same time vote for compensation. \nThe question immediately arises how can the tradeat one and the same time merit destruction and com-pensation? \nThere are only two reasons which can possiblyjustify the Government destroying the liquor trade or anyother trade.Either because the trade in alcoholic liquoris in itself an illegitimate trade, that is,a trade in a com-modity which in itself is evil,or because, although a legi-timate trade,it is administered in a way which is anti-social and destructive of the health and well-being of thecommunity at large. \nIn either case it would be the duty of the Governmentto destroy it.But if the trade is proved to be of such anorder then it should not be compensated. \nWhen the police break up a gang of criminals, whichfor long has been preying on the community, they do notcompensate them.If possible, the criminals are madeto disgorge their ill-gotten wealth. \nSo,in exactly the same way,if the trade is so evilthat it should be abolished, then it certainly should notbe compensated. \nTo suggest doing so is the last word in politicalabsurdity and political immorality, and yet it is this exactthing that the Prohibitionists are asking the citizens todo. \n## VOTE AGAINST\n\nIt is useless for Prohibitionists to say that they do notapprove of the compensation clause when all the whilethey invite the electors to vote for it. They say thereis no alternative. There is another alternative, namely,of voting against it as being absurd and immoral. \nNow I do not think the trade is in itself illegizimate.and, while like all other trades and professions and in- \nWHERE IS MONEY \nHcv.6\"1925 \nTO COME FROM? \n## COMPENSATION CLAUSE.\n\ndustries it has serious failings, yet I do not think itdeserves to be destroyed. It needs only to be reformed. And if this is so,then the only plan to adopt which is bothlogical and moral is to vote against Prohibition, and thenthe matter of compensation does not arise. \nThe referendum as it stands is quite ridiculous, andI am certain that if we had the good fortune to begoverned by philosophers and statesmen, and not bypoliticians as we actually are, then no such referendumwould ever have gone to the people. \nThe financial aspect of this matter does not greatlyinterest me.My mind is so constituted that I am muchmore interested in its religious,","cbCaidEZ8G23A02W","https://ap.wps.com/l/cbCaidEZ8G23A02W","pdf",813098,12,"English","# Philosophy and Liquor\n## Vote Against\n## Compensation Clause","[{\"question\":\"What does the referendum ask the electors to decide regarding liquor in New South Wales?\",\"answer\":\"Electors are asked whether the liquor trade should be abolished and compensated, and whether it should become a crime for subjects to manufacture, use, or possess alcoholic liquor in New South Wales.\"},{\"question\":\"Why does Heathcote argue there can be no abolition without compensation?\",\"answer\":\"He states that under the terms of the referendum there can be no abolition of the trade without compensation, so voting for prohibition is also voting for compensation.\"},{\"question\":\"What financial concerns does the speech raise about the compensation clause?\",\"answer\":\"He explains that compensation would require a capital sum on the order of tens of millions of pounds, with ongoing interest payments and additional annual burdens for taxpayers, excise/customs shortfalls, and enforcement officer support.\"}]","Temperance is a Virtue - Prohibition is a Crime - Reverend Wyndham Heathcote Speech | PDF",1789965986]
