behaviour,said NationalUnion of the Teaching Profession(NUTP)president AminuddinAwang.  \nHe said while disciplinary wereon the rise,teachers were restrict-ed from carrying out convention-al forms of reprimand,such asasking students to stand on  \nchairs or tables,or to remainstanding while completing class-work.  \nHe said teachers also faced therisk of being sued by parents.  \n“There are rules when it comesto using the cane against stu-dents.  \n\"Therefore,it is difficult forteachers to discipline secondaryschool students,\"he said in re-sponse to Prime Minister DatukSeri Anwar Ibrahim's remarks  \nthat the national education sys-tem was flawed due to its exces-sive focus on academic achieve-ments while neglecting moraland ethical values.  \nAminuddin said such a culture  \nexisted
