R. 5691  \nTo amend the Higher Education Act of 1965 with respect to certain requirements for institutions of higher education whose students receive TEACH grants, and for other purposes.  \nIN THE HOUSE OF REPRESENTATIVES  \nOCTOBER 22, 2021  \nMr. GALLAGHER introduced the following bill; which was referred to the Committee on Education and Labor  \nA BILL  \nTo amend the Higher Education Act of 1965 with respect to certain requirements for institutions of higher education whose students receive TEACH grants, and for other purposes.  \n1 Be it enacted by the Senate and House of Representa- 2 tives of the United States of America in Congress assembled, 3 SECTION 1. SHORT TITLE.  \n4 This Act may be cited as the ‘‘TEACH for Tomorrow 5 Act of 2021’’.  \n2  \n1 SEC. 2. AMENDMENTS TO THE HIGHER EDUCATION ACT OF 2 1965.  \n3 (a) PASS RATE REPORTING REQUIREMENTS.—Sec- 4 tion 205(a)(1)(B) of the Higher Education Act of 1965  \n5 (20 U. S.C. 1022d(a)(1)(B)) is amended—  \n6 (1) in clause (v), by striking ‘‘and’’ at the end;  \n7 (2) in clause (vi), by striking the period at the  \n8 end and inserting a semicolon; and  \n9 (3) by adding at the end the following:  \n10 ‘‘(vii) the percentage of all students  \n11 who passed such assessment on the first  \n12 attempt; and  \n13 ‘‘(viii) a comparison of the program’s  \n14 first attempt pass rates with the average  \n15 first attempt pass rates for programs in  \n16 the State.’’.  \n17 (b) FINE INCREASE.—Section 205(a)(3) of the High- 18 er Education Act of 1965 (20 U. S.C. 1022d(a)(3)) is  \n19 amended—  \n20 (1) by striking ‘‘may’’ and inserting ‘‘shall’’;  \n21 and  \n22 (2) by striking ‘‘$27,500’’ and inserting  \n23 ‘‘$150,000’’.  \n24 (c) INSTITUTIONAL ELIGIBILITY FOR TEACH  \n25 GRANTS.—Section 420L(1) of the Higher Education Act  \n26 of 1965 (20 U. S.C. 1070g(1)) is amended—  \n•HR 5691 IH  \n3  \n1 (1) in subparagraph (C), by striking ‘‘and’’ at  \n2 the end;  \n3 (2) in subparagraph (D), by striking the period  \n4 at the end and inserting ‘‘; and’’; and  \n5 (3) by adding at the end the following:  \n6 ‘‘(E) to have a first attempt pass rate of  \n7 not less than 75 percent with respect to the as- 8 sessments used for teacher certification or licen- 9 sure by the State in which the program is lo- 10 cated.’’.  \n11 (d) INELIGIBLE INSTITUTIONS.—Section 420M of  \n12 the Higher Education Act of 1965 (20 U. S.C. 1070g–1)  \n13 is amended by adding at the end the following:  \n14 ‘‘(e) CONTINUATION OF GRANT.—In the case of an  \n15 institution that becomes ineligible to participate in the  \n16 program under this subpart, the Secretary shall continue  \n17 to pay such institution in accordance with subsection  \n18 (a)(1) with respect to each teacher candidate attending  \n19 such institution and receiving a grant under this subpart  \n20 at the time such institution became ineligible for the dura- 21 tion of such candidate’s course of study at such institu- 22 tion.’’.  \n23 (e) REGULATIONS.—The Secretary of Education  \n24 shall issue or revise regulations in accordance with the  \n4  \n1 amendments made by this section, including section 686.4  \n2 of title 34, Code of Federal Regulations.  \nÆ","cbCaiucmB8IIaMcT","https://ap.wps.com/l/cbCaiucmB8IIaMcT","pdf",233220,"English","# Section 1.
