Unless otherwise noted, references to legislative bills throughout these explanatory notes refer to Senate Bills (SB), House Bills (HB), or House Concurrent Resolutions (HCR) from the 89th Regular Legislative Session. That recorded webinar is available with your Update 126 materials on Policy Online.  \nAE(LEGAL) EDUCATIONAL PHILOSOPHY  \nHB 2 updated the existing goals of education and added an additional two.  \nAF(LEGAL) INNOVATION DISTRICTS  \nThe ability for a district to exempt itself from certain laws through a District of Innovation plan was impacted by SB 12, HB 2, and HB 6. SB 571 amended and redesignated the requirements related to termination of a district’s designation as a District of Innovation.  \nAG(LEGAL) HOME-RULE DISTRICTS  \nSB 571 amended the language at Education Code 12.0271 and redesignated material from Education Code 22.085 and 22.092. Changes to the legal framework have been made accordingly.  \nAIA(LEGAL) ACCOUNTABILITY: ACCREDITATION AND PERFORMANCE  \nINDICATORS  \nAn Appeal and Revision section has been added to reflect changes in 19 Administrative Code 97.1002.  \nAIB(LEGAL) ACCOUNTABILITY: PERFORMANCE REPORTING  \nA section addressing the Performance of Students Receiving Special Education Services has been added to reflect changes from HB 2.  \nAIC(LEGAL) ACCOUNTABILITY: INTERVENTIONS AND SANCTIONS  \nThe section on Intervention Programs has been amended to reflect changes from HB 2.  \nAIE(LEGAL) ACCOUNTABILITY: INVESTIGATIONS  \nSB 571 added a reason the commissioner is authorized to conduct a special investigation.  \nB(LEGAL) LOCAL GOVERNANCE  \nThe section B table of contents has been revised to add the new code BT, Prohibition on Diversity, Equity, and Inclusion Activities.  \nBBA(LEGAL) BOARD MEMBERS: ELIGIBILITY/QUALIFICATIONS  \nRegistration as a Sex Offender has been added under Ineligibility in response to HB 3629, which prohibitsan individual who must register as a sex offender from serving as a trustee.  \nExplanatory Notes  \nTASB Localized Policy Manual Update 126  \nCollege Station ISD  \nBBB(LEGAL) BOARD MEMBERS: ELECTIONS  \nThe board may adopt a resolution to change the length of terms of trustees no later than December 31, 2030, and may change its election date to the November uniform election date in accordance with HB 3546.  \nBBBA(LEGAL) ELECTIONS: CONDUCTING ELECTIONS  \nElectioneering may not be conducted within 20 feet of a parking space designated for curbside voting in accordance with HB 521.  \nBBD(LEGAL) BOARD MEMBERS: TRAINING AND ORIENTATION  \nRevisions throughout are due to adopted amendments to 19 Administrative Code 61.1 related to board member training.  \nBBE(LEGAL) BOARD MEMBERS: AUTHORITY  \nA section relating to access to information by board members under the Public Information Act has been added pursuant to HB 4310.  \nBE(LEGAL) BOARD MEETINGS  \nSB 413 requires the recording of all board meetings. SB 413 also added language regarding inclusion inboard meeting minutes of each board member’s vote on any item and a requirement to post on the district’s website any resolution adopted by the board.
