institutional psycho-therapy of sorts is also suggested by UIl-mann,but he delegates the role of therapistto the hospital director who manipulates thebehavior of his employees by appropriate re-inforcement methods.Unfortunately thissuggestion would not deal with the problemof reorienting the behavior of the director,who may have to change his own behaviorbefore he can bring about changes in thelower echelons.  \nFrom the comments made in this review,it is clear that more questions are raised thananswered by this monograph.Yet one has tobegin somewhere and credit must go toUllmann for undertaking this complex study.He has demonstrated that routine hospitalrecords are a valuable source of informationon hospital performance and that measurescan be derived from such data which pointto ways of improving this performance.Theambiguities and unanswered questions areinherent in all studies of this nature and notto be blamed on this particular investigator.The book is a definite ofbecoming a mere “good word”and devoid ofclear meaning.The word has not,of course,been entirely drained of content.It is all themore important however to specify what  \ncontent was there in the first place.How,for instance,would a systems analysis ofsomething differ from some other kind ofanalysis,apart from having been done80mewhat later in time?Certainly neitherlogic,nor theory,nor systematic thinkingwas invented in this generation.  \nI have argued elsewhere that the conceptof general systems,which is at least part ofwhat might be the systems movement,ismore a frame of mind than it is a body ofdoctrine.Nevertheless,there must be somebody of doctrine to distinguish it from whatwent on earlier.One wishes,therefore,thatProfessor Easton,who is perhaps the mostdistinguished exponent of systems analysisin political science,would have spelled outwhat is in fact largely implicit in his work,just what systems analysis is and how itdiffers from earlier theoretical constructs.  \nProbably the best short exposition ofsystems analysis is that contained in OskarLange's brilliant little posthumous workentitled Wholes and Parts:A General Theoryof System Behavior(Pergamon Press,Oxford,1965),and the reader with some mathe-matical sophistication should perhaps bereferred to this before he tackles DavidEaston.Perhaps indeed Easton should bereferred to it too.A system,according toLange,is a set of elements each of which in agiven time absorbs a set of inputs and givesoff a set of outputs.These elements consti-tute a system if the outputs of some of theelements constitute inputs of others.Thereare two major classes of systems.The firstare those in which all outputs are absorbedby some other element as inputs,and thesecond those in which some inputs come fromoutside the system and some outputs proceedoutside the system.We need a lively termi-nology at this point and I propose to call thefirst kind “circulatory”and the second kind\"throughput\"systems.When the output ofone element becomes input to itself,or inputto another element which in turn producesoutput which is input to the first element,weget feedback
