Systematic Reviews of University Programsand Units\n\nWALTER E.HARRIS and EDWARD A.HOLDAWAY* \n## ABSTRACT\n\nBecause universities in Canada, the U.S.A.,and other Western countries arefacingdeclining real income and increasing demands for greater accountability, theyneed to use resources more carefully and undertake planning activities moreseriously.By obtaining information from reviews of academic and support units, universities are in a better position to meet these challenges. Most experts agreethat reviews aimed at improvement of programs and activities are more successfulwhen conducted under the authority of the university rather than an externalagency. \nAttention needs to be paid to the establishment ofan appropriate administra-tive mechanism that can maximize benefits relative to costs. This article describesthe policies and procedures adopted in 1980 by The University of Alberta toallow for a continuous system of reviews of all academic and support units.Establishment of a President's Advisory Committee with a minimum of formalprocedures has led to a successful system under which 51 units are now in variousstages of the review process. The procedures used at The University of Albertamay be worthy of scrutiny by other universities contemplating such activity. AND UNITS\n\nUniversities and colleges throughout North America have become increasinglyinvolved during the 1970s and 1980s in reviews of their activities. This trend hasresulted from(1)the need for more and better information on which to basebudget and planning decisions,(2)the need to demonstrate to governments andthe public that the institutions take accountability seriously,(3)the recognitionthat reviewing should be an integral part of the operation of an organization, and \n(4)the recognition that reviews can have important positive consequences.Although some universities and colleges outside North America, notably TheUniversity of London and The Australian National University, have carried outprogram reviews, most of the activity has occurred in the United States andCanada. The pertinent literature mainly reports procedures used in t","cbCaipl0MUFU9miH","https://ap.wps.com/l/cbCaipl0MUFU9miH","pdf",944117,22,"English","# Abstract\n# Résumé\n# Systematic
